It was the good fortune of the writer to make his entrance into the Socialist movement by way of the Wisconsin organization. After a number of years of active organizing work, mainly in that state, the question forced iself " upon his mind, "Why is Wisconsin so far ahead of the rest of the American Socialist movement?" In the solution of the problem thus presented, it became increasingly clear that the leaders, at least, of the Wisconsin movement were building upon the results of the best thinking of the whole international movement. A search for the source of the ideas which dominate the Wisconsin movement led first of all to the German SocialDemocracy and its wealth of literature. This brochure of Kampffmeyer's was recommended by Mr. Victor L. Berger as the most concise summary of these various ideas. Finding it to be a veritable mine of information, not being able to discover a translation of it in the English, and having the consent of Herr Kampffmeyer himself, the writer undertook the task of translating the booklet and thus making it available for English-speaking readers. The bulk of the work has been done on railway trains, street cars, and away from the conveniences of the library. Even though German and Swedish Social Democrats belonged to the same transnational political movement and faced similar political and social conditions in their respective countries before and after World War I, they responded very differently to the challenges of democratization and the Great Depression--with crucial consequences for the fates of their countries and the world at large. Explaining why these two social democratic parties acted so differently is the primary task of this book. Berman's answer is that they had very different ideas about politics and economics--what she calls their programmatic beliefs. The Swedish Social Democrats placed themselves at the forefront of the drive for democratization; a decade later they responded to the Depression with a bold new economic program and used it to build a long period of political hegemony. The German Social Democrats, on the other hand, had democracy thrust upon them and then dithered when faced with economic crisis; their haplessness cleared the way for a bolder and more skillful political actor--Adolf Hitler.
