While there has been a lively discussion about ‘new German foreign policy’, this book argues that it has not engaged substantially with international and foreign policy theory, especially with respect to its more recent developments. Reviewing the recent literature on German foreign policy, this book posits that the most discussed works are still largely provided by the ‘Altmeister’ (Maull, Szabo, Bulmer and Paterson) who were already dominating the field a quarter of a century ago. While there is a general decline in the academic study of German foreign policy, the chapters in this edited volume show that a range of novel, theoretically sophisticated but often disconnected scholarship has appeared on the margins. This book contributes to this emerging work by providing conceptual interrogations, which question the existing research and provide theoretically-grounded alternatives; initiating critical discussions and evaluations of the nature of Germany’s actorness and the environment in which it operates and proposing applications of less familiar perspectives on German foreign policy. In comparing the international order of the Cold War period to the international system in the years after 1989, the analysts observe enormous, far-reaching changes which influenced to a great extend the foreign policies and in particular the strategies of the majors states in pursuing relations with the three significant international organizations - NATO, UN and EU. After the end of World War II Winston Churchill envisioned Great Britain as “a global power with global interests” (White, 2002). During the Cold War Period its foreign policy was largely defined by the three “concentric circles of the world politics (The British Empire/Commonwealth, the Atlantic community, and a United Europe)” (White, 2002). Identity and sovereignty were seen as essential foreign policy values. But nowadays Britain faces the need to adapt its policy to the fast changes in the modern international system. The developments in the global environment during the Post-Cold War Era have put many demands on British policy makers and have thereby defined Britain’s place in the world of today. Contemporarily Britain can be clearly seen as a “less sovereign” state, if it is described in terms of realism (Reynolds,1991). However, it is also a state that has always behaved in a sovereign manner and has actively exercised its sovereignty, rather than renouncing it. Britain today is in a situation in which its functions and the way in which it formulates its external relations are affected dramatically by the new international environment, thus challenging its status as a sovereign state. The unilateral strategy of Britain and its commitment to NATO have made it difficult for the country to be an active member in other forms of international organisations (where Transatlanticism does not play such an important role). Despite these challenges for the country’s foreign policy strategies, however, we can also observe a change in the state’s orientation towards Europe. Throughout the 1990s, German troops have been increasingly deployed in military operations out of area and for the first time since the Second World War participated in combat missions in the Kosovo War in 1999. Consequently, the "FRG has read the signs of the new time and feels ready to take on the role of a European power". Has the reunited country actually gained power? Has the removal of the last boundaries of German sovereignty triggered a quest for more political autonomy that manifests itself in an increased military activity? Does this comparatively more permissive use of force indicate a fundamental shift away from former traditional principles of the Bonn Republic? Or does the Berlin Republic head toward a militarized German foreign policy in the context of Euro-Atlantic hegemony? It is Germany's security policy as a cornerstone of foreign policy that I am going to examine between 1990 and 2003 to be able to make some inferences of foreign policy changes. Secondly, by looking of some factors that might have had an impact on these eventual changes one might additionally gain some further implications. The aim of this thesis is therefore twofold: I intend to contribute with this work to the debate whether since reunification change or continuity prevails in German foreign policy, while I additionally attempt a causal analyses of new elements in it. The scope of that debate will be in so far enhanced as it tries to generate causal inferences as well.

This has led to a tendency to separate the analytical levels of the individual and the collective. Using Lacanian theory, which views the subject as ontologically incomplete and desiring a perfect identity which is realised in fantasies, or narrative scenarios, this book shows that the making of foreign policy is a much more complex process. Emotions and affect play an important role, even where ‘hard’ security issues, such as the use of military force, are concerned. Eberle constructs a new theoretical framework for analysing foreign policy by capturing the interweaving of both discursive and affective aspects in policymaking. He uses this framework to explain Germany’s often contradictory foreign policy towards the Iraq crisis of 2002/2003, and the emotional, even existential, public debate that accompanied it. This book adds to ongoing theoretical debates in International Political Sociology and Critical Security Studies and will be required reading for all scholars working in these areas.

In Germany, formally divided since 1949,the United States prioritized the political, economic, and, eventually, military integration of the fledgling Federal Republic with the West. The extraordinary success story of forging this alliance has dominated our historical under-standing of the American-German relationship. Largely left out of the grand narrative of U.S.–German relations were most East Germans who found themselves caught under Soviet and then communist control by the post-1945 geo-political fallout of the war that Nazi Germany had launched. They were the ones who most dearly paid the price for the country's division. This book writes the East Germans—both leadership and general populace—back into that history as objects of American policy and as historical agents in their own right Based on recently declassified documents from American, Russian, and German archives, this book demonstrates that U.S. efforts from 1945 to 1953 went beyond building a prosperous democracy in western Germany and "containing" Soviet-Communist power to the east. Under the Truman and then the Eisenhower administrations, American policy also included efforts to undermine and "roll back" Soviet and German communist control in the eastern part of the country. This story sheds light on a dark-er side to the American Cold War in Germany: propaganda, covert operations, economic pressure, and psychological warfare. Christian F.
