Allerdings wurde in der Forschung insbesondere der Breitbandausbau hierbei nur teilweise berücksichtigt. Die vorliegende Arbeit möchte diese Lücke schließen. Die Arbeit ist in fünf Kapitel unterteilt. Kapitel zwei behandelt die begrifflichen und Konzeptionellen Grundlagen. Darauf aufbauend geht Kapitel drei auf die Chancen und Risiken digitaler Führung im öffentlichen Sektor ein. Dabei werden die Chancen und Risiken in einem jeweiligen Unterkapitel thematisiert. Es folgt eine kritische Betrachtung und Diskussion der Ergebnisse in Kapitel vier. Ein Fazit in Kapitel fünf bildet den Schlussteil der Arbeit.

Moreover, the recent ascendance of international industrial networks, which dominate the sectors in which less developed countries have in the past had considerable success, implies a further limitation on the potential role of industrial policies as traditionally understood. Overall, there appears to be little empirical support for an activist government policy even though market failures exist that can, in principle, justify the use of industrial policy.
