Um diese Bindung zu steigern, nutzen Unternehmen verschiedene Instrumente; neben Förderprogrammen, Bonuszahlungen und Betriebskindergärten insbesondere auch die flexible Gestaltung der Arbeitszeiten. Die dem letztgenannten Konzept zugrunde liegende Idee ist, dass sich Arbeitnehmer ihre Arbeitszeit weitestgehend selbst einteilen dürfen. Laut einer Studie der Jobseite Indeed aus dem Jahre 2016 gaben von 1.069 Arbeitnehmern 57,2 % an, dass der Arbeitgeber bereits flexible Arbeitszeitmodelle im Unternehmen umsetzt. Formen flexibler Arbeitszeitmodelle sind beispielsweise die der Teilzeit, der Gleitzeit, der Vertrauensarbeitszeit oder der Nacht- und Schichtarbeit. Mit Hilfe dieser Modelle ist es den Unternehmen möglich, neue qualifizierte Mitarbeiter zu gewinnen und bereits angestellte Fachkräfte an das Unternehmen zu binden. Außerdem ermöglichen sie es den Unternehmen den hohen Anforderungen der Arbeitnehmer gerecht zu werden und steigern somit die Arbeitgeberattraktivität. Die Kehrseite eines solchen Konzeptes ist, dass dieses nicht auf alle Branchen- und Unternehmensbereiche anwendbar ist. Außerdem fordert dieses Konzept ein hohes Maß an Selbstmanagement und Abstimmungsaufwand der Mitarbeiter. Es führt zu einer „Verschiebung der Machtpositionen vom Arbeitgeber zu den Beschäftigten“. Vor diesem Hintergrund verfolgt die Hausarbeit das Ziel, die Chancen und Grenzen der Flexibilisierung der Arbeitszeiten aus Unternehmersicht mittels einer Literaturrecherche zu verdeutlichen. Kapitel 2 befasst sich mit den Grundlagen und Definitionen flexibler Arbeitszeitmodelle. Darauf folgt eine Darstellung der Chancen und Risiken in Kapitel 3. Anschließend wird die Hausarbeit in Kapitel 4 kritisch reflektiert und in Kapitel 5 mit einem Fazit abgeschlossen.

Ziel ist es dabei, eine bessere Work-Life-Balance, das heißt eine verbesserte Vereinbarkeit von Arbeits- und Lebenszeit zu erreichen. Immer beliebter werden deshalb Tätigkeiten, in denen der Beschäftigte in Auseinandersetzung mit privaten Anforderungen und persönlichen Präferenzen flexibel über seine Arbeitszeit entscheiden kann. Gleitzeitmodelle, Vertrauensarbeitszeit und Heimarbeit bieten die Möglichkeit, flexiblen Anforderungen des Alltags nachzukommen und die Arbeitszeit dennoch nicht verkürzen zu müssen oder beispielsweise für familiäre Verpflichtungen Urlaubstage in Anspruch nehmen zu müssen. Die zeitliche Aufbringung für Arbeit richtet sich in flexiblen Arbeitszeitmodellen nun nicht mehr nach objektiv vorgegebenen Richtlinien, sondern wird durch das Individuum selbst eigenverantwortlich bestimmt. Die Gestaltung der Arbeitszeit erfordert also eigenes Handlungs- und Reflexionsvermögen. Diese hohen Anforderungen an individuelle Selbstoptimierung werden in der Arbeitssoziologie durchaus kritisch beachtet und in den letzten Jahren unter dem Schlagwort „Arbeitskraftunternehmer“ diskutiert. Die Arbeit hat das Ziel, flexible Arbeitszeitgestaltung auf deren Auswirkungen für Beschäftigte zu untersuchen und deren Chancen und Risiken aufzuzeigen. Da Arbeitszeitkonten, Vertrauensarbeitszeit und Teleheimarbeit eine selbstbestimmte Arbeitszeit ermöglichen, sollen diesbezügliche wichtige Befunde aus der Arbeitszeitforschung in die Analyse einbezogen und so auf den Prüfstand gestellt werden.

The dilemma is obvious. On the one hand, mobility must be maintained as it is crucial to economic development and because people are eager for individual mobility. On the other hand, traffic imposes heavy burdens on people and on the environment, on cities and communities and on our national economies. Finding a solution to that dilemma seems to be difficult, in fact we have not even developed a rough idea of how it could look like. This is why the North Rhine-Westphalia Science and Research Ministry came up with the plan to work out a well-founded scientific basis on which to solve the problems inherent in our transport system. A research network has been established and sponsored with government funds for a period of three years with a view to realising that objective. The "Traffic Simulation and Environmental Impact" research network is composed of researchers who have an excellent reputation as North Rhine-Westphalia traffic experts. Cutting across various disciplines of knowledge, the network aims to integrate transportation and natural sciences, particularly physics and mathematics, in a move to profit by the synergy between technical know-how and innovative methodology. The present volume is intended as a progress report and a prologue to the forthcoming international colloquium which represents the highlight and at the same time the end of the three-year project funding period.
