Book excerpt: Results-based management (RBM) is a public management strategy that involves decision making based on reliable information regarding the effects of governmental actions on society. It has been adopted in various developed countries as a way of improving efficiency and effectiveness in public policy. In Latin American and Caribbean (LAC) countries, governments and public managers show increasing interest in this management strategy. Given the relative novelty of RBM in the region, however, there is scant literature on the subject. This book is intended to fill this gap in two ways. First, it seeks to describe some of the basic RBM concepts and adapt them according to regional characteristics. Second, it presents an assessment, based on studies carried out in 25 countries, of the challenges facing LAC countries and their capacity to implement results-based public management.

The Central American nations and those of the Caribbean (including Guyana, Surinam and French Guiana on the mainland) share many historical processes as well as experiencing similar development problems today. These include European colonialism, structural adjustment, small size, reliance on primary production, influence of the United States and moves towards democratisation. While Mexico is obviously a much larger country in area, economy and population terms, it is included in this volume because of its close ties to the other countries in the region through processes such as trade and migration.

Book excerpt: This paper focuses on the independent states that are full members of the Caribbean Community. It provides background information on recent developments in the Caribbean region and lays out the principal policy issues that countries will need to address in the period ahead. The Caribbean countries face several common problems and must deal with similar economic policy issues. Consequently, concentrating on the regional perspective permits a comparison of the individual responses to similar problems. The regional view throws light on the countries' movement toward convergence. The economic prospects for the region are generally satisfactory over the medium term, but the projections depend importantly on the resolve of governments to pursue appropriate policies, as well as favorable developments in the rest of the world. The relatively favorable outlook for the region is not without risks, such as a slowdown in growth in the major trading partner countries or a term of trade shock.

It argues that the region's infrastructure has suffered from public retrenchment and unrealistic expectations about private involvement. Poor infrastructure now hampers productivity, growth, and poverty reduction. Addressing this requires more and better spending, and acceptance that governments remain central to infrastructure provision and supervision, although the private sector still has an important role to play.

Available in PDF, EPUB and Kindle. Book excerpt: "The CARICOM Single Market and Economy (CSME) has for years been touted as the most critical pillar in Caribbean regional integration. Yet, for years, the implementation of the CSME stalled due to the absence of a common view as to its feasibility, the speed of its implementation, the institutional capacity, programming for public education and ultimately, its benefits. In this work, a special edition of the Integrationist, and put together by the UWI-CARICOM project, the CSME is explained in all its dimensions. The contents cover the background to the establishment of the CSME and perspectives on its implementation. The main provisions and expected benefits of the Single Market are also presented along with the strategic framework and efforts at resource mobilisation to make the CSME a reality. The importance of the Caribbean Court of Justice to the effective functioning of the CSME is also outlined. The book concludes with a call to the member states for a unity in both understanding and action in the pursuit of integration, not as choice, but rather as necessity. The work is complemented by the inclusion of several appendices notably the original 1989 Grand Anse Declaration, the 2005 PetroCaribe Agreement as well as an indicative plan of action by priorities and an outline of major technical assistance resource gaps. "

Available in PDF, EPUB and Kindle. Book excerpt: Caribbean economies have been faced with mounting challenges arising from the increasing pace of economic globalization. The financial crisis of 2007 further exacerbated economic instability due to high foreign debt, lack of competitiveness, declining productivity, and high unemployment and underemployment. This in turn has precipitated increasing social and environmental problems, including poverty, inequality, crime and violence, and environmental degradation, all of which require new perspectives and policy approaches for transformative change and sustainable development. In this two volume multidisciplinary edited book The Modern Caribbean Economy, Volume I provides scholars and practitioners with alternative theoretical perspectives and concrete policy recommendations, while Volume II discusses economic, industrial, and social problems facing the Caribbean along with pragmatic proposals to successfully deal with these, while building local resilience and enhancing institutional strength in the region.

This book was released on 2017-11-13 with total page 378 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a diagnosis of the central economic and financial challenges facing Caribbean policymakers and offers broad policy recommendations for promoting a sustained and inclusive increase in economic well-being. The analysis highlights the need for Caribbean economies to make a concerted effort to break the feedback loops between weak macroeconomic fundamentals, notably pertaining to fiscal positions and financial sector strains, and structural impediments, such as high electricity costs, limited financial deepening, violent crime, and brain drain, which have depressed private investment and growth. A recurring theme in the book is the need for greater regional coordination in finding solutions to address the Caribbean’s shared and intertwined macroeconomic and structural challenges. The analysis suggests that strengthening regional and global market integration of Caribbean economies would provide an impetus to sustained growth in incomes and jobs. Greater regional and global economic integration would also facilitate structural transformation and a shift toward new economic activities, resulting in more diversified and less vulnerable economies. A central challenge for the Caribbean is thus to come together as a region, overcome the limitations posed by size, and garner the benefits of globalization. Efforts should build on existing regional arrangements; accelerating progress in implementing these agreements would stimulate trade. Policymakers could also promote deeper integration with Latin America and the rest of the world by pursuing new trade agreements, leveraging current agreements more effectively, or deepening them to include areas beyond traditional trade issues, and developing port and transport infrastructure.
