Book excerpt: Abstract: The independent art scene in Egypt flourished following the January 25 revolution in 2011. This study examines the experiences of Egyptian artists and cultural operators through a looking glass into the evolving democratization of arts towards cultural democracy from a global perspective and using the intrinsic and instrumentalist arguments regarding the value of arts. Furthermore, it employs a qualitative analysis of case studies of 18 cultural operators in Cairo and Alexandria, who work in different artistic fields ranging from visual arts to performing arts and academia. The results demonstrate that the cultural policy framework guiding the arts sector in Egypt has restricted the independent scene financially and legally by making survival of the artistic entities difficult and sustainability unrealistic. Interviews with different artists and cultural operators reveal that there is a lack of capacity building to prepare a qualified cadre of cultural leaders and managers. They also show pitfalls in arts education and a lack of artistic excellence. These pitfalls have affected accessibility of audience to arts and accessibility of emerging artists to audience and to venues. Moreover, the interviews highlight the struggle cultural operators face in maintaining a decent standard of living while working in a volatile field. Considering the aforementioned, this study indicates the negative consequences of vague cultural policies on the Egyptian independent art scene and goes further to make recommendations.

In Western Europe today, immigrants are largely assuming the entire responsibility of their integration. This book provides readers with much needed insight into why European integration policies are not responding to the needs of immigrants nor to society as a whole.

This unlicensed print culture has been seen as one of the most emblematic social worlds of dissent. Since the Cold War, the audacity of harnessing obsolete print technology known as samizdat to break the modern monopoly of information of the party-state has fascinated many, yet this book looks beyond the Cold War frame to reappraise its historical novelty and significance. What made that culture resilient and rewarding, this book argues, was the correspondence between certain set of ideas and media practices: namely, the form of samizdat social media, which both embodied and projected the prefigurative philosophy of political action, asserting that small forms of collective agency can have a transformative effect on public life here and now, and are uniquely capable of achieving a democratic new beginning. This prefigurative vision of the transition from communism had a fundamental impact on the broader oppositional movement. Yet, while both the rise of Solidarity and the breakthrough of 1989 seemed to do justice to that vision, both pivotal moments found samizdat social media activists making history that was not to their liking. Back in the day, their estrangement was overshadowed by the main axis of contention between the society and the state. A growing body of scholarship suggests potential benefits of these activities, including opportunities for peer-to-peer learning, development of skills useful in the modern workplace, and a more empowered conception of citizenship. Some argue that young people pick up these key skills and competencies on their own by interacting with popular culture; but the problems of unequal access, lack of media transparency, and the breakdown of traditional forms of socialization and professional training suggest a role for policy and pedagogical intervention. During the 1990’s, Hongdae became widely known as a cool place associated with discourses on alternative music, independent labels, and club culture. Today, Hongdae is well known for its youth culture and nightlife, as well as its gentrification. Recent research on Korean culture approaches the K-wave phenomenon from the perspectives of cultural consumption, media analysis, and cultural management and policy. Meanwhile, studies on Seoul have centered on its transformation as a global, creative city. Rather than examining the K-wave or the city itself, this book explores the experience of living through the city-in-transition, focusing on the relationship between “the ideology that justified engagement in capitalism” and the “subjectification process.” The book aims to understand the project to institutionalize a cultural district in Hongdae as a demonstration of the coevolution of ideologies and citizenship in a society undergoing rapid liberalization—politically, culturally, and economically. A cultural turn took place in Korea during the 1990s, amid the economic prosperity driven by state-led industrialization and the collapse of the military dictatorship due to democratization movements. Cultural critiques, emerging as an alternative to social movements, proliferated to assert the freedom and autonomy of individuals against regulatory systems and institutions. The nation was hit by the Asian financial crisis in 1997, and witnessed massive economic restructuring including layoffs, stakeouts, and a prevalence of contingent employment. As a result, the entire nation had to find new engines of economic growth while experiencing a creative destruction. At the center of this national transformation, Seoul has sought to recreate itself from a mega city to a global city, equipped with cutting-edge knowledge industries and infrastructures. By juxtaposing the cultural turn and cultural/creative city-making, Entrepreneurial Seoulite interrogates the formation of new citizen subjectivity, namely the enterprising self, in post-Fordist Seoul. What kinds of logic guide individuals in the engagement of new urban realities in rapidly liberalized Seoul—culturally and economically? In order to explore this query, Mihye Cho draws on Weber’s concept of “the spirit of capitalism” on the formation of a new economic agency focusing on the re-configuration of meanings, and seeks to capture a transformative moment detailing when and how capitalism requests a different spirit and lifestyle of its participants. Likewise, this book approaches the enterprising self as the new spirit of post-Fordist Seoul and explores the ways in which people in Seoul internalize and negotiate this new enterprising self.

Drawing on Pierre Bourdieu’s notion of habitus, the book argues that these self- changing and unceasingly structuring structures do not only constrain and limit, but also enable and galvanize small powers’ strategists and policy- makers to proactively generate creative means-and-ends calculations, conduct prudent security assessments, and devise measured and responsive strategic deployments. In this context, the book proposes that the small powers return to their own religious, cultural and intellectual roots. It also argues for the need to rediscover their own strategic cultures as an essential means of re-inventing and implementing their own unique models of national development.
