Book excerpt: Boycotting tropical timber reduces its economic value and provides an incentive to burn down forests, making them available for subsequent agricultural use or livestock farming. In contrast, a certification scheme for sustainably produced timber (tropical or non-tropical) protects the forests by raising their economic value. Examined here the impact of a certification scheme on German demand for tropical timber. A partial-equilibrium model is developed for the German tropical timber market as a whole as well as for five important submarkets representing 50% of the total demand. The results reveal that a credible certification scheme can induce a significant expansion of demand for sustainably produced tropical timber. This holds true for a scheme restricted to Germany as well as for an OECD-wide approach.

Book excerpt: First published in 1995, The Forest Certification Handbook has become the landmark book concerning all aspects of forest and wood product certification from policy to business to in-the-field technical issues. Yet since first publication an enormous amount has happened in the field. This new second edition has been entirely rewritten to incorporate the changes over the past decade, and is a complete and up-to-date source of information on all aspects of developing, selecting and operating a forest certification programme that provides both market security and raises standards of forest management.

Available in PDF, EPUB and Kindle. Book excerpt: This paper analyses the development of certification programmes in three countries (Indonesia, Canada and Sweden) using the Advocacy Coalition Framework (ACF) as a theoretical reference point. The ACF is an actor-based framework for analysing policy processes and has not previously been applied in a developing country. Actors in the three countries took different approaches to certification. In Canada, in a programme development process supported by the forest products industry, a management systems approach was taken. In Sweden, performance standards were developed in a process initially driven by NGOs. In Indonesia, certification was led by an NGO within a framework established by government, and a performance standards approach was used. The paper concludes that forest certification can be best understood as a policy instrument that promotes and facilitates policy-orientated learning among actors, and provides indirect incentives for improved forest management. Learning occurs both as the standards to be used for certification are developed, and as they are implemented. The benefits of learning and consensus building among actors (such as NGOs, forest companies, private forest owners, indigenous peoples, governments, etc.) who have traditionally been in conflict with each other can be significant. On the other hand, where fundamental changes in forest policy (such as tenure and forest revenue reform) are needed, certification should not be seen as a substitute for these A further conclusion is that, while public policies change over periods of decades, the private policies of retailers and forest product companies can adapt more rapidly to changing circumstances. The concept of a ‘fast track’ of private policy change, compared to the slower track of governmental policy change, is therefore proposed and described. A number of interesting theoretical and empirical avenues for further research on certification are discussed.

Available in PDF, EPUB and Kindle. Book excerpt: Over the past decade there has been growing interest in the role of information in the promotion of environmentally friendly behaviour. This book examines how and why the provision of such information can affect individual decisions concerning buying or consuming a product or valuing a policy. The information can take the form of a product label or a statement in a survey questionnaire, and the decision can be what product to buy, what food to eat or how to answer a contingent valuation question. The chapters in this volume carefully explore the explanations for consumer behaviour in different scenarios where information is provided about the 'public' implications of individual decisions. The first set of chapters examines the prospects for eco-labelling as a tool of environmental policy from a variety of different perspectives. They also look at how this form of information provision compares with more familiar policy instruments in achieving efficiency goals. In the second and third sections the focus is on environmental and food labelling, in which a combination of private and public motives for purchase decisions is found. Finally, the role of information in contingent valuation surveys is considered, in particular the impact of information and time in altering stated value responses.

Book excerpt: This book responds to the call for more research on transnational environmental crime and its governance by investigating the illegal trade in electronic waste (e-waste) and tropical timber, major forms of transnational environmental crime. The book is based on a qualitative multi-method research combining document analysis, interviews with key informants and field visits. Bisschop focuses on the flows that pass through the research setting of the Port of Antwerp (Belgium) and those between Europe and West and Central Africa. The study examines the emergence and social organization of these transnational environmental flows, illustrating that although profit or lure play a very important role, a range of factors on individual, organizational and societal levels together provide the motivations and opportunities. Building on these insights, the book addresses the governance of these two cases. The responsive regulatory pyramid and networked governance are used as theoretical frameworks for this analysis. This book is essential reading for scholars and academics interested in transnational environmental crime and corporate crime, as well as governance studies.

Book excerpt: A sustainable European energy system, mitigating climate change and solving a number of other key environmental problems, will require massive reliance on renewable energy sources combined with a sharp increase in energy productivity. Considering that most of the technologies necessary for such a development are already available, today's most important questions are: How can these technologies be integrated into the European energy system? What are the costs and benefits of such a strategy? What are the major bottlenecks and obstacles to such a development? What measures are necessary to support this development? In the book a "sustainable scenario" and a "fair-market scenario" are developed as a means to demonstrate that concepts for a sustainable future European energy supply are feasible.

Book excerpt: Prior to the Nixon administration, environmental policy in the United States was rudimentary at best. Since then, it has evolved into one of the primary concerns of governmental policy from the federal to the local level. As scientific expertise on the environment rapidly developed, Americans became more aware of the growing environmental crisis that surrounded them. Practical solutions for mitigating various aspects of the crisis - air pollution, water pollution, chemical waste dumping, strip mining, and later global warming - became politically popular, and the government responded by gradually erecting a vast regulatory apparatus to address the issue. Today, politicians regard environmental policy as one of the most pressing issues they face. The Obama administration has identified the renewable energy sector as a key driver of economic growth, and Congress is in the process of passing a bill to reduce global warming that will be one of the most important environmental policy acts in decades. The Oxford Handbook of U.S. Environmental Policy will be a state-of-the-art work on all aspects of environmental policy in America. Over the past half century, America has been the world's leading emitter of global warming gases. However, environmental policy is not simply a national issue. It is a global issue, and the explosive growth of Asian countries like China and India mean that policy will have to be coordinated at the international level. The book will therefore focus not only on the U.S., but on the increasing importance of global policies and issues on American regulatory efforts. This is a topic that will only grow in importance in the coming years, and this will serve as an authoritative guide to any scholar interested in the issue.

Kate O'Neill develops an innovative historical and analytical framework for understanding global environmental issues, integrating insights from different disciplines, and she identifies the main actors and their roles, thereby encouraging readers to engage with the issues and equip themselves with the knowledge they need to apply their own critical insights. Revised and updated, the new edition features new figures, examples, textboxes, and a new chapter on the emergence and politics of market mechanisms as a new mode of global environmental governance. The latest developments in the field, including the December 2015 Paris Climate Agreement, along with new perspectives and recent thinking, are incorporated throughout. This will be invaluable for students of environmental issues both from political science and environmental studies perspectives.

Book excerpt: Because of the major opportunities and risks associated with it, and the complexity of the subject, bioenergy policy has in a short time become a challenging political task for regulators and planners – a task that can only be accomplished through worldwide cooperation and the creation of an international framework. This book's central message is that the sustainable potential of bioenergy, which can be tapped all over the world, should be utilized – provided that threats to sustainability are avoided. In particular, the use of bioenergy must not endanger food security or the goals of nature conservation and climate change mitigation.
