Book excerpt: In this chapter we compute measures of total factor productivity (TFP) growth for developing countries and then contrast TFP growth with technological capital indexes. In developing these indexes, we incorporate schooling capital to yield two new indexes: Invention-Innovation Capital and Technology Mastery. We find that TFP performance is strongly related to technological capital and that technological capital is required for TFP and cost reduction growth. Investments in technological capital require long-term (20- to 40-year) investments, which are typically made by governments and aid agencies and are the only viable escape route from mass poverty.

In the wake of the collapse of the USSR, contemporary conventional wisdom holds the the Russian state is "weak." Stephen Wegren feels that the traditional approach to the weak/strong state suffers from measurement and circular logic problems, believing that the Russian state, thought weaker than in its Soviet past, is still relatively stronger than other actors. The state's strength allows it to intervene in the rural sector in ways that other power contender cannot.Specifically, as a measure of state intervention, Wegren analyzes how the state has influenced urban-rural relations, rural-rural relations, and the nonstate (private) agricultural sector. Several dilemmas arose that have complicated successful agrarian reform as a result of the nature of state interventions, how reform policies were defined, and the incentives rhar arose from state-sponsored policies. During contemporary Russian agrarian reform, urban-rural differences have widened, marked by a deterioration in rural standards of living and increased alienation of rural political groups from urban alliances. At the same time, within the rural sector, reform failed to reverse rural egalitarianism. In addition, the nature of state interventions has undermined attempts to create a vibrant, productive private rural sector based on private farming.Wegren's research is based upon extensive field work, interviews, archival documents, and published and unpublished source material conducted over a six-year period, and he demonstrates the link between agrarian reform and the success of overall reform in Russia. Food policy is defined as the way government policy influences food production and distribution. Russia’s food policy is important for several reasons. The first and most obvious reason is that a dysfunctional food policy is symptomatic of larger political and societal problems. A failing food policy is often the precursor to political instability. Russian food policy is also important is due to the agricultural recovery since 2004 that has allowed Russia to become self-sufficient in grain production. Being food-sufficient in grain means that Russia is not drawing upon global grain supply. Even more important, Russia now produces surpluses and has become a global grain supplier. Moreover, the agricultural recovery has made the country food secure, traditionally defined as having enough food for a healthy life. An analysis of food policy reveals that the structure of food production has changed with the emergence of mega-farms called agroholdings that are horizontally and vertically integrated. Agroholdings represent a concentration of capital and land, with a small number of farms producing large percentages of total food output. The book explores alternatives to the industrial agricultural model by discussing different variants of sustainable agriculture. A final importance of Russian food policy concerns food trade. Russia has become more protectionist since 2012. The food embargo against Western nations (2014-2017) is one example, so too is import substitution that is a core component of food policy. The book demonstrates the politicalization of external food trade. Food trade and denial of access to the Russian market is used as an instrument of foreign policy to punish countries with whom Russia has disagreements. Current Russian policymakers have food resources to augment, support, and extend national interests abroad. Russia historically has cycled through periods of integration and isolation from the West. This book raises the question whether a new normal has arisen that is characterized by the permanent withdrawal from integration, as evidenced by its nationalist and protectionist food policy. The book is entirely original, rich in detail and broad in scope. It is based on field work, survey data, a wide reading of primary sources and the secondary literature, all of which are linked to important policy questions in development studies and food studies. It is destined to become a classic book on Russian food policy.

Eating and drinking are viewed here as social activities which involves the economics of production, storage and distribution of food stuffs. These activities attract both social controls and state taxation; in this way the everyday process of eating and drinking is linked with the history of Russia. The dominance of grain in the diet throughout the period and the importance of salt, as implied in the title, are dealt with, as are the early Russian beer-drinking fraternities. The relatively late introduction of spirits, in the from of vodka, and it disastrous consequences in social terms are described. Tea and the samovar, also much more a latecomer than is generally realized, did little to diminish excessive drinking. Drinking, in any event, was by no means discourage by the state, since it was a major source of state income. The final section of the book looks at rural diets in the nineteenth century, when some variation and new items, such as the potato, became important. At the same time, peasants depended basically on the grain crop, as they had for thousands of years. Forced by txation to enter the market, afflicted by severe famines towards the end of the century, many peasants ate and drank no better as a result of the modernization of the county.
