Book excerpt: Presenting a study of regime transition, political transformation, and the challenges that faced the post-Communist republics of Central Asia on independence, this book focuses on the process of transition in Tajikistan and Uzbekistan, and the obstacles that these newly-independent states are facing in the post-Communist period. The book analyses how in the early stages of their independence, the governments of Central Asia declared that they would build democratic states, but that in practice, they demonstrated that they are more inclined towards authoritarianism. With the declaration of independence, Tajikistan and Uzbekistan, like many other former Soviet national republics, were faced with the issues of nationalism, ethnicity, identity and territorial delimitation. This book looks at how the discourse of patrimonial nationalism in post-Communist Tajikistan and Uzbekistan has been the elites’ strategy to address all these issues: to maintain the stateness of their respective countries; to preserve the unity of their nation; to fill the ideological void of post-Communism; to prevent the rise of Islam; and to legitimize their authoritarian practice. Arguing against the claim that the Central Asian states have undergone divergent paths of transition, the book discusses how they are in fact all authoritarian, although exhibiting different degrees of authoritarianism. This book provides a useful contribution to studies on Central Asian Politics and International Relations.

Richard Pomfret examines the countries’ relations with external powers and the possibilities for development offered by infrastructure projects as well as rail links between China and Europe. The transition of these nations from centrally planned to market-based economic systems was essentially complete by the early 2000s, when the region experienced a massive increase in world prices for energy and mineral exports. This raised incomes in the main oil and gas exporters, Kazakhstan and Turkmenistan; brought more benefits to the most populous country, Uzbekistan; and left the poorest countries, the Kyrgyz Republic and Tajikistan, dependent on remittances from migrant workers in oil-rich Russia and Kazakhstan. Pomfret considers the enhanced role of the Central Asian nations in the global economy and their varied ties to China, the European Union, Russia, and the United States. With improved infrastructure and connectivity between China and Europe (reflected in regular rail freight services since 2011 and China’s announcement of its Belt and Road Initiative in 2013), relaxation of United Nations sanctions against Iran in 2016, and the change in Uzbekistan’s presidency in late 2016, a window of opportunity appears to have opened for Central Asian countries to achieve more sustainable economic futures.

Emerging from almost seventy-five years of Soviet tutelage all three republics embarked on a process of radical change. Central Asian women's lives have been profoundly affected during the huge upheavals of sovietization in the 1920s and democratisation in the 1990s, but their experiences have gone unresearched and undocumented. If Central Asia was generally considered to be the forgotten world of the Soviet Union, Central Asian women constitute the 'lost voices' of Central Asia. Yvonne Corcoran-Nantes offers a timely analysis into the lives of Muslim women during the Soviet era, and considers the impact of the shift from Soviet communism to Western capitalist ideals and its impact on gender relations in the region. The uneasy synthesis between socialism and Islam under the Soviet regime offered many women considerable status and personal freedom in public life but these gains have been rapidly eroded in the process of 'democratization'. Opportunities for women have entered into serious decline in terms of employment, education and socio-political status. Unlike many commentators, she offers a convincing argument that the main threat to the socio-political status of women in Central Asia is not Islamic fundamentalism, but the imposition of free market principles and Western 'liberal democratic' ideals. Woven into the text is a also subtle and nuanced analysis of the ways in which Central Asian women negotiate feminism, whether ushered in by Soviet women during sovietization, or by western NGOs in the region today. As a special consultant to UNESCAP, the author was one of the first researchers to undertake substantial research in the republics of Kazakhstan, Kyrgyzstan and Uzbekistan in the post-independence period and this book is based on her interviews with women from the region from all sections of Central Asian society.

The need for reliable information has only become been greater. Because of their traditional xenophobia toward the West, successive Afghan governments have restricted the number of scholars permitted to undertake extensive fieldwork. For this reason Thomas Barfield's study of the Central Asian Arabs of Afghanistan is a welcome addition to the literature, a literature which is not likely to grow in the coming years as war, domestic unrest and restrictive travel policies continue to make the research environment in Afghanistan unfavorable. The Central Asian Arabs are a little-known people of northeastern Afghanistan. This book is an account of the changes that have taken place in their way of life over the twentieth century as they switched from a form of subsistence pastoralism to a cash economy. Barfield's research constitutes a substantial revision of the standard hypothesis on the economic and social status of nomadic pastoralists, as originally posited by Fredrik Barth. One of Barfield's main purposes is to provide a case study that illustrates the wide-ranging complexity of pastoral nomadism, its integration into a regional economy, and how structural changes have occurred within the pastoral economy itself.
