Book excerpt: Central African Republic (CAR) is a constitutional republic governed by a strong executive branch and weak legislative and judicial branches. Armed forces Chief of Staff General Francois Bozize seized power in a military coup in 2003. In January citizens reelected Bozize president in what was considered by national and international observers to be a flawed election. There were instances in which elements of the security forces acted independently of civilian control. Incidents of serious human rights abuse occurred during the year; the most significant reportedly were torture, beatings, and rape of suspects and prisoners; harsh and rudimentary conditions in prisons and detention centers; and arbitrary arrest and detention. Other human rights problems included prolonged pretrial detention, denial of fair trial, occasional intimidation of the press, restrictions on freedom of movement and assembly, and limited ability of citizens to change their government. Sporadic fighting between armed groups continued to displace people internally and externally, although the net number decreased from the prior year. Regional conflict modestly increased the number of refugees in CAR. Corruption was widespread. Mob violence resulted in deaths and injuries. Societal discrimination and violence against women, including female genital mutilation, occurred. Violence and discrimination against Pygmies and persons alleged to be witches or sorcerers; trafficking in persons; and forced labor and child labor, including forced child labor, also were problems. Civilians were often killed, abducted, raped, or displaced from their homes as a result of internal conflicts. Some armed groups included children among their ranks. The government took some steps to punish officials who committed abuses; however, most official abuses were committed with impunity.
