State of the art management techniques and cutting edge technology have been introduced in many cases. Labour Relations is an essential factor in the organization of labour and production. At the start of the process industrial relations were characterized by the conditions existing under the previous planned economies or - as with "greenfield" investments - had to be entirely reconfigured. In the case of investments by West European companies, this book reveals various emerging models of industrial relations but also a clear tendency towards company centralization. For the time being the European Works Council still plays a subordinate role despite its potential fundamental role as mediator between East and West. Empirically nine corporations from the metal/automotive industry, the chemical, energy and food processing industries (with their subsidiaries in Poland, Czech Republic and Slovakia) are considered.

Based on fifteen years of fieldwork research across Central and Eastern Europe and on migrants in the UK and Germany, this book provides a less glittering answer. The EU has betrayed hopes of social cohesion: social regulations have been forgotten, multinationals use threats of relocations, and workers, left without institutional channels to voice their concerns, have reacted by leaving their countries en masse. Yet migration, for many, increases social vulnerability. Drawing on Hirschman’s concepts of ‘Exit’ and ‘Voice’, the book traces the origins of such failures in the management of EU enlargement as a pure economic and market-creating exercise, neglecting the inherently political nature of labour relations. The reinforcement of market mechanisms without political counterbalances has resulted in an increase in opportunistic ‘exit’ behaviour by both employers and employees, and thereby in a worsening quality of democracy, at workplace, national and European levels. As a result of this process, the EU has become more similar to the North American Free Trade Agreement between USA, Canada and Mexico, where social rights are marginalized and economic integration does not translate into better development.

It compares the different policies and national strategies adopted by key Central and Eastern European states, including the Czech Republic, Poland, Hungary and Slovakia, showing how initial internally oriented strategies of market reform, privileging domestic sources of investment, had by the late 1990s given way to externally oriented strategies emphasising the promotion of competitiveness by attracting foreign investment. It explores the reasons behind this convergence, considering the influence of internal and external forces, and the roles of interests, institutions and ideas. It argues that internationalization of the state is forged in the processes through which domestic groups linked to transnational capital attain domestic influence necessary to shape state policy and strategy. These groups — the comprador service sector in particular — constitute and organize political, social and institutional support of the competition state in the region. Overall, this book not only provides a detailed account of the political economy of post-communist transformation in Central and Eastern Europe, but also the processes by which states adapt to the forces of globalization.

Interspersed between these most commonly named elements are the following: First, the high political integrating force of the German Model after WWII was based on the adoption and transformation of corporatist political structures from National Socialist Germany. Liberal capitalism was (re)introduced under political competition between Christian Democrats and Social Democrats, who eventually found common ground in the politically mediated compromise between capital and labor: “This compromise was negotiated and institutionalized at a time when the communist wing of the workers movement and the authoritarian voices of German capital – for various reasons – were excluded from political participation” (Streeck, 1999, p. 15; translation: SB). The partnership between firms and unions manifested itself in manifold institutional structures. Apart from the social partners’ autonomy in matters of wage policy, worker codetermination at plant level and in operations is regarded as one of the special achievements of the German Model and has contributed substantially to social peace. The political coordination forms of concerted action, round tables, as well as modernization and crisis cartels gave birth to a highly complex political decision-making structure which, based on a federalist setup, has rightly been called “negotiation state” (Esser, 1998, p. 123). Second, the material foundation of this “Social Democratic class compromise” (Buci-Glucksmann & Therborn, 1981) consisted in the Federal Republic’s – in the words of Göste Esping-Andersen – “conservative-liberal” form of welfare state.

Bringing together an interdisciplinary team of academics, and comparative case studies from Europe (West and East) and Asia, this book explores and discusses opportunities and challenges associated with globalising rural places, and identifies possibilities for policy and practical intervention by rural development actors. Special attention is paid to multi-scalar processes through which rural places are reshaped through globalisation. Taking a geographical approach, the book produces new critical work on the interdependence between globalisation and rural spaces. It is organised into five sections: Part I focuses on ’Global-Rural Linkages’ showing the multifaceted interrelation between actors at different geographical scale and demonstrating that globalisation is not only external to rural spaces. Part II on ’Rural Entrepreneurship and Labour Markets’ explores the potential of business start-ups in rural spaces which are not only necessity driven. Part III ’Rural Innovation and Learning’ shows that rural places are also places for innovation and learning. Part IV on ’Rural Policies and Governance’ argues that regional policies for rural places should promote side activities to maintain social capital and that regional policy should take a more integrative perspective between urban and rural spaces in order to explore complementary development paths.
