Book Synopsis Tense Commandments by : Pietro S. Nivola
Download or read book Tense Commandments written by Pietro S. Nivola and published by Rowman & Littlefield. This book was released on 1996-02-29 with total page 236 pages. Available in PDF, EPUB and Kindle. Book excerpt: During the past decade, dozens of large cities lost population as jobs and people kept moving to the suburbs. Despite widespread urban revitalization and renewal, one fact remains unmistakable: when choosing where to live and work, Americans prefer the suburbs to the cities. Many underlying causes of the urban predicament are familiar: disproportionate poverty, stiff city tax rates, and certain unsatisfactory municipal services (most notably, public schools). Less recognized is the distinct possibility that sometimes the regulatory policies of the federal government—the rules and rulings imposed by its judges, bureaucrats, and lawmakers—further disadvantage the cities, ultimately burdening their ability to attract residents and businesses. In Tense Commandments, Pietro S. Nivola encourages renewed reflection on the suitable balance between national and local domains. He examines an array of directive or supervisory methods by which federal policymakers narrow local autonomy and complicate the work urban governments are supposed to do. Urban taxpayers finance many costly projects that are prescribed by federal law. A handful of national rules bore down on local governments before 1965. Today these governments labor under hundreds of so-called unfunded mandates. Federal aid to large cities has lagged behind a profusion of mandated expenditures, at times straining municipal budgets. Apart from their fiscal impacts, Nivola argues, various federal prescriptions impinge on local administration of routine services, tying the hands of managers and complicating city improvements. Nivola includes case studies of six cities: Baltimore, Philadelphia, New York, Chicago, San Francisco, and Los Angeles. He describes the "politics of paternalism," the political pressures that federal regulations place on governance. Then he offers comparisons with various political systems abroad, including Germany, the U.K., France, and Italy. As the nation and its cities brace f

Book Synopsis Public Budgeting Systems by : Robert D. Lee
Download or read book Public Budgeting Systems written by Robert D. Lee and published by Jones & Bartlett Learning. This book was released on 2004 with total page 664 pages. Available in PDF, EPUB and Kindle. Book excerpt: A complete and balanced reference, this timely resource surveys the current state of budgeting throughout all levels of the United States government. The text emphasizes methods by which financial decisions are reached within a system as well as ways in which different types of information are used in budgetary decision-making. It also stresses the use of program information, since, for decades, budget reforms have sought to introduce greater program considerations into financial decisions. Public Budgeting Systems, Seventh Edition retains the structure of the sixth edition yet gives increased attention to topics such as program information and government's role in the economy and has been updated with all new tables and exhibits. Using this text, students will gain a first-rate understanding of methods by which financial decisions are reached within a system, and how different types of information are used in budgetary decision-making.
Book Synopsis Cities, Politics, and Policy by : John P. Pelissero
Download or read book Cities, Politics, and Policy written by John P. Pelissero and published by CQ Press. This book was released on 2002-10-01 with total page 369 pages. Available in PDF, EPUB and Kindle. Book excerpt: Just because Milwaukee isn't Manhattan, doesn't mean that those urban centers face completely unique challenges. Through effective comparative analysis of key issues in urban studies--how city managers share power with mayors, how spending policies affect economic development, and how school politics impact education policy--students can clearly see how scholars discern patterns and formulate conclusions to offer theoretical and practical insights from which all cities can benefit. Pelissero brings together an impressive team of contributors to explore variation among cities through case studies and cross-sectional analyses. Each author synthesizes the field's seminal literature while explaining how urban leaders and their constituents grapple with everything from city council politics to conflict and cooperation among minority groups. Authors identify both key trends and gaps in the scholarship, and help set the research agenda for the years to come. Lively case material will hook your students while the accessible presentation of empirical evidence make this reader the comprehensive and sophisticated text you demand.
