It sets out some working hypotheses on the determinants and socioeconomic implications of South-South migration. Contrary to popular perception that migration is mostly a South-North phenomenon, South-South migration is large. Available data from national censuses suggest that nearly half of the migrants from developing countries reside in other developing countries. Almost 80 percent of South-South migration takes place between countries with contiguous borders. Estimates of South-South remittances range from 9 to 30 percent of developing countries' remittance receipts in 2005. Although the impact of South-South migration on the income of migrants and natives is smaller than for South-North migration, small increases in income can have substantial welfare implications for the poor. The costs of South-South remittances are even higher than those of North-South remittances. These findings suggest that policymakers should pay attention to the complex challenges that developing countries face not only as countries of origin, but also as countries of destination.

Book excerpt: Among the poorest and least developed regions in the world, sub-Saharan Africa has long faced a heavy burden of disease, with malaria, tuberculosis, and, more recently, HIV being among the most prominent contributors to that burden. Yet in most parts of Africa-and especially in those areas with the greatest health care needs-the data available to health planners to better understand and address these problems are extremely limited. The vast majority of Africans are born and will die without being recorded in any document or spearing in official statistics. With few exceptions, African countries have no civil registration systems in place and hence are unable to continuously generate vital statistics or to provide systematic information on patterns of cause of death, relying instead on periodic household-level surveys or intense and continuous monitoring of small demographic surveillance sites to provide a partial epidemiological and demographic profile of the population. In 1991 the Committee on Population of the National Academy of Sciences organized a workshop on the epidemiological transition in developing countries. The workshop brought together medical experts, epidemiologists, demographers, and other social scientists involved in research on the epidemiological transition in developing countries to discuss the nature of the ongoing transition, identify the most important contributors to the overall burden of disease, and discuss how such information could be used to assist policy makers in those countries to establish priorities with respect to the prevention and management of the main causes of ill health. This report summarizes the presentations and discussions from a workshop convened in October 2011 that featured invited speakers on the topic of epidemiological transition in sub-Saharan Africa. The workshop was organized by a National Research Council panel of experts in various aspects of the study of epidemiological transition and of sub-Saharan data sources. The Continuing Epidemiological Transition in Sub-Saharan Africa serves as a factual summary of what occurred at the workshop in October 2011.

The study analyzes the African background of this current of migration. In 1962, 70% of the migrants were members of a single ethnic group, the Soninke, living in the Republics of Senegal, Mauretania and Mali, all former French colonies. All were temporary migrants in search for work--labor migrants. Historically, labor migration has been crucial in the development of a modern labor force in sub-saharan Africa. For three reasons, the explanation of African labor migration as the result of colonial coercion and taxation (an explanation which has come to dominate the literature) is not valid with reference to the Soninke. First, Soninke labor migrations began before the French conquest; second, they began at a time of prosperity in Soninke history; and third, Soninke aristocrats migrated in large numbers and were role models for the rest of the population. The Soninke labor migrations were in fact due to the appeal of higher wages and incomes in regions affected by European commerce. The Soninke were made aware of such opportunities by an extensive trade network and a long practice of seasonal (trade) migration, both dating to precolonial times. As all historic labor migration currents throughout the world, Soninke labor migrations have shown a tendency to transform into more and more permanent urban migration. The present migration to France may be considered in the last analysis as an offshoot of the present urbanization of Africa. For this reason, it is likely to expand, perhaps to mass proportions, in the following decades. The study questions the perception of the economic behavior of Africans in European and American scholarship. The idea of non-European traditional societies as 'self-contained' and static is an Utopian construct elaborated by eighteenth century Europeans in response to problems created by urbanization. In reality, modern African migrations have not historically been very different from European modern migrations.

The countries of origin are also keen to minimize losses through "brain drain" and to capture resources such as remittances. Increasingly, international organizations and human rights advocates have stressed the need to protect the interests of migrants themselves. However, while the UNDP's 2009 Human Development Report talks of "win-win-win" solutions, in practice it is the perceived interests of destination countries that enjoy the greatest attention, while the rights of migrants themselves are afforded the least. Yet migration is not just an issue in itself: it also points to structural inequalities between countries and regions. Managing migration and protecting migrants is too limited an agenda. Activists and policymakers must also address these inequalities directly to ensure that people can pursue their fundamental human rights whether they move or stay. It is not enough to measure development only in terms of progress at the national level: development must also be measured in terms of reductions in the gross levels of inequality that now determine differential rights on the basis of accident of birth.
