Despite several efforts to develop hemispheric unity during the War, Venezuelan leaders perceived the policy of neutrality to be in the best interest of the country's national sovereignty. This book explores the personalities of the chief executives and selected diplomats to illustrate how both personnel and personalities molded their nation’s foreign relations. In the end, while perceived as two very different individuals who pursued different paths during the global conflict, the leadership styles of President Woodrow Wilson and General Juan Vicente Gómez were more alike than they realized. The overall cordial relations between the two nations during the period under review helped establish the foundation for the petroleum bonanza that United States companies would enjoy in the following years.

Book excerpt: The nature of the military institution in Brazil, its relations with civilian governments up to 1964, and its use of power since the coup of that year are examined by Alfred Stepan. Throughout his study, while looking at the Brazilian experience, he tests and reformulates implicit and explicit models, propositions, and middle-range hypotheses in the literature of civil-military relations and in political development theory. Professor Stepan's analysis suggests that many of the expectations and hypotheses held by theoreticians and policymakers about the capabilities of the military in modernization need to be seriously qualified. How can we explain the stability of Soviet military politics, asks Timothy Colton in his compelling interpretation of civil-military relations in the Soviet Union. Hitherto most western scholars have posited a basic dichotomy of interests between the Soviet army and the Communist party. They view the two institutions as conflictprone, with civilian supremacy depending primarily upon the party's control of officers through its organs within the military establishment. Colton challenges this thesis and argues that the military party organs have come to possess few of the attributes of an effective controlling device, and that the commissars and their heirs have operated as allies rather than adversaries of the military commanders. In explaining the extraordinary stability in army-party relations in terms of overlapping interests rather than controlling mechanisms, Colton offers a major case study and a new model to students of comparative military politics.

Criticism of globalization is generally arranged into three camps: political, economic and cultural. Political critics point to the status of the small state and conclude either that it is in retreat, or that the state has reconstituted itself to confront the challenges posed by globalization, thereby transforming itself into a "competition state." Economic critics hold that globalization is nothing new, that international transactions are in the logic of capitalism and that the trade along the silk route goes back centuries. Cultural critics protest that globalization is taking us headlong into the "homogenization of the world." Others warn of new fault lines that would lead to "a clash of civilizations" and international conflicts along those lines. Others lament that cultural globalization will end with the Americanization of the world. This collection of essays, like the debates themselves, is divided into three parts. The first section focuses on the political aspects of globalization. In one essay, "Globalization and the Caribbean," the essayist argues that internationalization leaves no room for small countries in the Caribbean.
