Available in PDF, EPUB and Kindle. Book excerpt: William Rothwell honored with the ASTD Distinguished Contribution Award in Workplace Learning and Performance. The definitive guide to a timely and timeless topic-- now fully revised and updated. As baby boomers continue to retire en masse from executive suites, managerial offices, and specialized or technical jobs, the question is—who will take their places? This loss of valuable institutional memory has made it apparent that no organization can afford to be without a strong succession program. Now in its fourth edition, Effective Succession Planning provides the tools organizations need to establish, revitalize, or revise their own succession planning and management (SP&M) programs. The book has been fully updated to address challenges brought on by sea changes such as globalization, recession, technology, and the aftereffects of the terror attacks. It features new sections on identifying and assessing competencies and future needs; management vs. technical succession planning; and ethics and conduct; and new chapters on integrating recruitment and retention strategies with succession planning programs. This edition incorporates the results of two extensive new surveys, and includes a Quick Start guide to help begin immediate implementation as well as a CD-ROM packed with assessments, checklists, customizable guides, and other practical tools.

Book excerpt: Local governments are facing difficult times to find good candidates to fill their vacancies in every job category. The challenges these agencies are facing are due to various reasons including but not limited to the retirements of Baby Boomers and less motivation of the new millennial generation to enter into the public sector. Historically, government employees have careers with long tenures (Schall, 1997). Long tenures of employees have resulted in stagnancy in the position movements. In recent times, it is difficult to find qualified people who are motivated and experienced to perform key management roles. Key positions that remain unfilled for long periods create an imbalance of work duties, stress, and other issues within the organization. Most businesses have plans to fill these key roles immediately to have functional organizations. However, local governments lack such planning efforts. The literature review has shown that the public sector is not as advanced as their private sector counterparts in the succession planning (Wilkerson, 2007). This project report sheds light on some of the challenges employers face in implementing succession planning. The study reviews succession planning cases that have been implemented successfully at workplaces in both public and private sectors. The study also provides recommendations for succession planning for key management positions within a midsize local government.

Book excerpt: This timely guide explains how businesses can effectively integrate and coordinate career and succession planning programs to meet the personnel demands of the future. Drawing on their experience and expertise with workforce development, the authors of this book based its content on a single but important premise. With global economic instability, a slowdown in workforce growth, extraordinary competition for the best talent, and the rapid advance of technology, there is an immediate need to integrate career and succession planning programs. Explaining how to do just that, this practical, user-friendly guide is the first to link those critical business tools, showing readers how to prepare for tomorrow—and the many years after. The book presents a systematic approach through which businesses can integrate and coordinate career planning and succession planning programs. Part One makes the business case for moving beyond segregated career and succession planning and shows why they must be integrated. Part Two offers foundations for integration, while Part Three outlines the strategies that can make integration a reality. Part Four addresses the future of career development and succession planning. Other topics include the future of organizational infrastructure and the implications of a diverse workforce. Employee engagement and leadership development are also explored.

Book excerpt: A Brookings Institution Press and Ash Center for Democratic Governance and Innovation publication Sandford Borins addresses the enduring significance of innovation in government as practiced by public servants, analyzed by scholars, discussed by media, documented by awards, and experienced by the public. In The Persistence of Innovation in Government, he maps the changing landscape of American public sector innovation in the twenty-first century, largely by addressing three key questions: • Who innovates? • When, why, and how do they do it? • What are the persistent obstacles and the proven methods for overcoming them? Probing both the process and the content of innovation in the public sector, Borins identifies major shifts and important continuities. His examination of public innovation combines several elements: his analysis of the Harvard Kennedy School's Innovations in American Government Awards program; significant new research on government performance; and a fresh look at the findings of his earlier, highly praised book Innovating with Integrity: How Local Heroes Are Transforming American Government. He also offers a thematic survey of the field's burgeoning literature, with a particular focus on international comparison.
