America and Guerrilla Warfare analyzes conflicts in which Americans have participated in the role of, on the side of, or in opposition to guerrilla forces, providing a broad comparative and historical perspective on these types of engagements. Anthony James Joes examines nine case studies, ranging from the role of Francis Marion, the Swamp Fox, in driving Cornwallis to Yorktown and eventual surrender to the U.S. support of Afghan rebels that hastened the collapse of the Soviet Empire. He analyzes the origins of each conflict, traces American involvement, and seeks patterns and deviations. Studying numerous campaigns, including ones staged by Confederate units during the Civil War, Joes reveals the combination of elements that can lead a nation to success in guerrilla warfare or doom it to failure. In a controversial interpretation, he suggests that valuable lessons were forgotten or ignored in Southeast Asia. The American experience in Vietnam was a debacle but, according to Joes, profoundly atypical of the country's overall experience with guerrilla warfare. He examines several twentieth-century conflicts that should have better prepared the country for Vietnam: the Philippines after 1898, Nicaragua in the 1920s, Greece in the late 1940s, and the Philippines again during the Huk War of 1946-1954. Later, during the long Salvadoran conflict of the 1980s, American leaders seemed to recall what they had learned from their experiences with this type of warfare. Guerrilla insurgencies did not end with the Cold War. As America faces recurring crises in the Balkans, sub-Saharan Africa, the Middle East, and possibly Asia, a comprehensive analysis of past guerrilla engagements is essential for today's policymakers.

The works of classical and contemporary military theorists address various factors that impact on the moral domain of battle for the individual soldier. These works discuss the moral domain almost exclusively from the perspective of conventional soldiers. As the United States faces the challenges of the post-Cold War world, the likelihood of military intervention in conflicts involving guerrilla warfare may increase, if established moral domain theory does not apply to guerrilla warfare then new paradigms addressing the guerrilla merit investigation. Understanding what motivates the guerrilla soldier in combat will assist the U.S. Army in the development of tactics, techniques and procedures to defeat guerilla movements. This study focuses on rural-based guerrillas in combat at the tactical level of war. The evidence includes a review of theory on the moral domain and case studies on the guerrilla forces of the Yugoslavian Partisans (1941-44) and the Viet Cong (1960-75). Classical and contemporary theories describing the moral domain of conventional soldiers provide a base line for comparisons with guerrilla fighters. The monograph employs Anthony Kellett’s “factors affecting combat motivation” as criteria in a comparative analysis of the guerrilla’s moral domain. Those factors are: importance of the primary group; unit esprit; manpower allocation; socialization; training; discipline; leadership; ideology; rewards; preconceptions of combat; aspects of combat; combat stress; and combat behavior. The monograph concludes that Kellett’s factors and much of the classical moral domain theory do apply to the guerrilla. However, while the basic construct is applicable, the nature of some factors is significantly different. The Monograph explores these differences and their implications for counterguerrilla doctrine.

It was a complex arena that resembles the present day and it illustrates much of contemporary counterinsurgency doctrine. Arkansas was a Southern state with a significant Unionist population and this divide fueled and shaped much of the conflict. Arkansas was unique in that the Confederate commander seeking to make up for conventional weakness, initiated guerrilla warfare directed at Union forces. In response, Union commanders who were merely to protect lines of communication responded with punitive actions against individuals and communities which did little to reduce guerrilla activity and served to alienate the local population. As the war progressed, however, guerrilla bands shifted from military targets becoming progressively more terrorist, criminal, and once a Unionist state government was installed, insurgent. The Union Army's role also changed as the main war moved on from the Mississippi basin and Arkansas became an early field for Lincoln's plan to reincorporate rebel states. The Army's emphasis thus shifted to extending Federal authority and its organization and tactics evolved into a successful combination of locally raised troops, intelligence led operations, isolation of the guerrillas, and political reconciliation.

As the force expanded, Fertig was fortunate to recruit leadership from 187 Americans—military and civilian—who had not surrendered to the Japanese. The resulting force, with its intelligence from coastal watch stations, added six guerrilla divisions to U.S. military strength for the 1945 liberation of Mindanao, a contribution unique in the history of unconventional warfare.
