Book excerpt: After Brazil and the United States, Colombia has the third-largest population of African-descended peoples in the Western hemisphere. Yet the country is commonly viewed as a nation of Andeans, whites, and mestizos (peoples of mixed Spanish and indigenous Indian ancestry). Aline Helg examines the historical roots of Colombia's treatment and neglect of its Afro-Caribbean identity within the comparative perspective of the Americas. Concentrating on the Caribbean region, she explores the role of free and enslaved peoples of full and mixed African ancestry, elite whites, and Indians in the late colonial period and in the processes of independence and early nation building. Why did race not become an organizational category in Caribbean Colombia as it did in several other societies with significant African-descended populations? Helg argues that divisions within the lower and upper classes, silence on the issue of race, and Afro-Colombians' preference for individual, local, and transient forms of resistance resulted in particular spheres of popular autonomy but prevented the development of an Afro-Caribbean identity in the region and a cohesive challenge to Andean Colombia. Considering cities such as Cartagena and Santa Marta, the rural communities along the Magdalena River, and the vast uncontrolled frontiers, Helg illuminates an understudied Latin American region and reintegrates Colombia into the history of the Caribbean.

Book excerpt: General Simón Bolívar (1783-1830), called El Liberator, and sometimes the "George Washington" of Latin America, was the leading hero of the Latin American independence movement. His victories over Spain won independence for Bolivia, Panama, Columbia, Ecuador, Peru, and Venezuela. Bolívar became Columbia's first president in 1819. In 1822, he became dictator of Peru. Upper Peru became a separate state, which was named Bolivia in Bolívar's honor, in 1825. The constitution, which he drew up for Bolivia, is one of his most important political pronouncements. Today he is remembered throughout South America, and in Venezuela and Bolivia his birthday is a national holiday. Although Bolívar never prepared a systematic treatise, his essays, proclamations, and letters constitute some of the most eloquent writing not of the independence period alone, but of any period in Latin American history. His analysis of the region's fundamental problems, ideas on political organization and proposals for Latin American integration are relevant and widely read today, even among Latin Americans of all countries and of all political persuasions. The "Cartagena Letter," the "Jamaica Letter," and the "Angostura Address," are widely cited and reprinted.

The political unification of Latin America has been stymied by the political class but this trend is currently being reversed with the Common Market of the South (MERCOSUR). The recent accession of Venezuela after a grueling political-ideological struggle (examined in the book) has spurred other countries to seek full membership in the group. While political thought has been slow to take up this puzzle, Diego von Vacano suggests that the tradition of Latin American and Hispanic political thought, which has long considered the place of mixed-race peoples throughout the Americas, is uniquely well-positioned to provide useful ways of thinking about the connections between race and citizenship. As he argues, debates in the United States about multiracial identity, the possibility of a post-racial world in the aftermath of Barack Obama, and demographic changes owed to the age of mass migration will inevitably have to confront the intellectual tradition related to racial admixture that comes to us from Latin America. Von Vacano compares the way that race is conceived across the writings of four thinkers, and across four different eras: the Spanish friar Bartolomé de Las Casas writing in the context of empire; Simón Bolivar writing during the early republican period; Venezuelan sociologist Laureano Vallenilla Lanz on the role of race in nationalism; and Mexican philosopher José Vasconcelos writing on the aesthetic approach to racial identity during the cosmopolitan, post-national period. From this comparative and historical survey, von Vacano develops a concept of race as synthetic, fluid and dynamic -- a concept that will have methodological, historical, and normative value for understanding race in other diverse societies.
