It will be admitted there is nothing to prove that when a popular form of government replaces an aristocratic form, it always and immediately leads to a better system of taxation or to a better administration of the public funds. This is due to the self-evident fact that incidences of taxation and expenditure affect not only the general welfare of a country, but every individual and particular interest in it. If a bad form of taxation and a corrupt expenditure be adverse to a country's lasting prosperity, it must be adverse to any party in that country. The best policy, therefore, to be pursued by a party, to whichever side it may belong, which has the possession of power in a state, and which desires to continue in that possession with the least molestation and opposition, is to establish and continue a fair and honest system for raising and administering the public revenue. If this almost self-evident truth had been always adhered to by oligarchies and aristocratic forms of government, and by democracies, there would have been fewer changes and fewer movements in an opposite direction. However, in all forms of society, sooner or later, the personal interests of the moment, of the individual, of the family, and of the class, are allowed to dominate over the general interests, and then the day of reckoning is not far off. The greatest destroyer of the old autocratic and even of close aristocratic systems of government is modern finance. In the days when these were practically the only forms of government known, rulers did not always have to take into account the opinions or sentiments of their people.
