Book excerpt: The Blue Economy is emerging on the global scene as a powerful and persuasive new concept for sustainable development based on economic activities associated with the ocean. Several regions globally have adopted this concept at national and regional levels, including the Caribbean. Given the complex, multisectoral and multilevel nature of the Blue Economy, it is clear that different approaches will be needed for different regions. Hence, this volume explores the opportunities, threats and risks involved in operationalising the Blue Economy in the Wider Caribbean Region, defined as northern Brazil to the USA and all mainland and island countries and territories in-between. The first part of the book looks at where the region stands in the global picture regarding adoption of the Blue Economy and what is planned. The second set of chapters examines key crosscutting issues such as ecosystem services, climate change and governance at national and regional levels that could make or break the Blue Economy initiative. The book then goes on to explore the main sectoral activities that will constitute the Blue Economies in the region: fisheries, tourism, shipping and transport, renewable energy, oil and gas, seabed mining and waste management are all considered. The book ends with a synthesis of the political and technical requirements to overcome threats and take advantage of opportunities in the Blue Economy.

If you look deep enough you will also see the pain that I see in every-day life that most people don't want to see. I was a little boy growing up in North Carolina during the early 70s, a time of changes. One either changed or was left behind. Whites and Blacks were learning to live together, work together. The dream was coming true. Or was it?

Book excerpt: "THE COLLECTION IS HAUNTING, MAGICAL, BOLD AND SENSITIVE; A COMBINATION OF PRAISE SONGS FOR THE CARIBBEAN AND CRITICISM OF ITS FAULTS/SHORTCOMINGS." -Professor Verene Shepherd, Historian-University of the West Indies Tapping into the voice of the Jamaican people, the poems in this collection speak to life as seen through the eyes of a Caribbean poet grounded in the history, geography and realities of the region and the experiences of its people at home and abroad. Author Cecile Jarrett became committed to recording life in the 1970s when both the Caribbean social and political landscapes were in the throes of change. In Voices from the Shore, she pauses to criticize the Caribbean political shenanigans, roves across the region sensing the quality of life and perilous existence of its people and captures the haunting beauty of the landscape. In "Water," she writes: Mystifying, destroying, / Saving, giving pleasure / Roughing up the roof / Gurgling round the bend / Roaring in the distance / Silent now my friend / Glistening in the sunshine / Gushing from the rock / Surging back to sea / Your power-a potent destroyer. Presenting a dynamic visual and rhythmic flow and lyrical pace, Jarrett captures and shares the pain and pleasure of the Sisyphus-like existence of Jamaican/Caribbean women and people.

Book excerpt: For small-scale fisheries around the world, the Blue Growth and Blue Economy initiatives may provide sustainable development, but only insofar as they align with the global consensus enshrined in the Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the context of Food Security and Poverty Eradication. If states do nothing to fulfill the promises they made when they endorsed these guidelines in 2014, the Blue Economy will come at a loss for small-scale fisheries and further their marginalization in the ocean economy. Under the umbrella of Blue Justice, this book demonstrates that these risks are real and must be considered as states implement their sustainable ocean development plans. These are human rights issues, which are embedded into governance principles and institutions and which make a difference for small-scale fisheries people in their daily lives. In stressing the importance of policies and institutions that build on the experiences of small-scale fisheries people in the contexts in which they operate, this book draws on case studies of small-scale fisheries from countries on all continents to clarify what Blue Justice entails for small-scale fisheries and make suggestions for real change. “Through the Blue Justice paradigm, this book flags the relevance of recognizing the potential impact that different factors, including the Blue Economy approach, could bring to fishing communities, their livelihoods, cultural traditions, and other potential multidimensional conflicts. Vulnerability in fishing communities can increase and inequalities can be reinforced at different levels if individuals and community capabilities are not strengthened... A first of its kind, not to be missed, this book is informative, purposeful, and pertinent in an era of change”. Silvia Salas, CINVESTAV, Marine Resources Department, Mérida, Mexico "The studies reveal that Blue Justice is a ‘governability’ issue, which requires establishing ‘right’ institutions, that are transdisciplinary (integrated), participatory, and holistic. It is implicit from these writings that the SSF Guidelines and Blue Growth initiatives do not form two different discourses, and that the implementation of the former would resolve many of the justice issues caused by the latter, in favor of small-scale fisheries and their communities". Oscar Amarasinghe, Professor & Chancellor, Ocean University of Sri Lanka and President, Sri Lanka Forum for Small Scale Fisheries (SLFSSF)
