Book excerpt: Although the United States is currently capitalizing on its investment in science and technology effectively, there remains much room for improvement. This volume identifies the ingredients for success in capitalizing on such investments to produce national benefits, assesses current U.S. performance, and identifies future challenges. The book cites specific examples and examines several cross-cutting issues. It explores the possibility that the national research portfolio is losing diversity as a result of less long-term research in critical fields such as networking and materials. It also examines the implications of imbalances in the supply of and demand for science and engineering talent in emerging interdisciplinary fields such as bioinformatics.

To capture the benefits of substantial U.S. investments in biomedical R&D, parallel investments in a wide range of seemingly unrelated disciplines are also required. This report summarizes a major conference that reviewed our nationa s R&D support for biotechnology and information technologies. The volume includes newly commissioned research and makes recommendations and findings concerning the important relationship between information technologies and biotechnology. It emphasizes the fall off in R&D investments needed to sustain the growth of the U.S. economy and to capitalize on the growing investment in biomedicine. It also encourages greater support for inter-disciplinary training to support new areas such as bioinformatics and urges more emphasis on and support for multi-disciplinary research centers."

Available in PDF, EPUB and Kindle. Book excerpt: This book is an authoritative confirmation of the critical role that knowledge plays in economic transformation. It is an indispensable roadmap for new research programmes and a guidepost for policy makers around the world. Calestous Juma, Harvard Kennedy School, US How to use and capitalize knowledge for the benefit of society has become even more urgent in the present financial and economic crisis. This book embraces the tensions inherent in the complex governance of research and innovation. It argues for strategies appropriate to the behaviour of complex adaptive systems in an evolutionary mode, thereby highlighting in a timely manner the necessary fit between organizational forms and the epistemological structure of knowledge in the overall context of a fertile investment climate. Helga Nowotny, European Research Council, WWTF Vienna Science and Technology Fund, Austria In the 21st century, economic and social development depends increasingly on knowledge rather than labour and capital. This book examines how knowledge is exploited through the development of innovations that yield economic and other benefits. The authors, who include leading figures from the field of innovation studies, look in particular at the growing links between universities, government and industry and the evolving triple helix relationship as they attempt to develop more effective means for capitalizing on knowledge. The book will be of considerable interest to policy-makers and to senior managers in industry and universities as well as to innovation scholars. Ben Martin, University of Sussex, UK In recent years, university industry government interactions have come to the forefront as a method of promoting economic growth in increasingly knowledge-based societies. This ground-breaking new volume evaluates the capacity of the triple helix model to represent the recent evolution of local and national systems of innovation. It analyses both the success of the triple helix as a descriptive and empirical model within internationally competitive technology regions as well as its potential as a prescriptive hypothesis for regional or national systems that wish to expand their innovation processes and industrial development. In addition, it examines the legal, economic, administrative, political and cognitive dimensions employed to configure and study, in practical terms, the series of phenomena contained in the triple helix category. This book will have widespread appeal amongst students and scholars of economics, sociology and business administration who specialise in entrepreneurship and innovation. Policy-makers involved in innovation, industrial development and education as well as private firms and institutional agencies will also find the volume of interest.

Book excerpt: Every nation and large organization desires more economic growth, but where can that expansion come from? 'Innovation Capitalization' seeks to understand how the university research and investment worlds can better be integrated, with an emphasis on the role that every start-up company can actively play within the innovation ecosystem. There is a development process which any prospective technology must go through. Parts of this process have familiar names, like the 'technology readiness level', and 'the valley of death'. In the modern age, many technologies are so complex, so risky, or so expensive an investment proposition, that their development pathway becomes substantially more complex. Innovation Capitalization aims to understand the core forces and drivers around each step of the development process. The process is examined, from academic experimentation, through discovery, technology transfer, and then licensing into start-ups and spin-outs. A sustainable chain of economic development is discussed, from the startup community into the wider business and investment sector. As two leading technology-focused economies, a comparison is made of the models currently present in the United States and the United Kingdom.Understand the theory around how university research can be leveraged into an engine of economic growth, with a focus on how founders can be agents for entrepreneurship, creating both technology delivery and social benefit. This process can freely flow through investors into national wealth and geostrategic influence.

Yet science isn't just about laboratories, telescopes and particle accelerators. Public policy exerts a huge impact on how the scientific community conducts its work. Beyond Sputnik is a comprehensive survey of the field for use as an introductory textbook in courses and a reference guide for legislators, scientists, journalists, and advocates seeking to understand the science policy-making process. Detailed case studies---on topics from cloning and stem cell research to homeland security and science education---offer readers the opportunity to study real instances of policymaking at work. Authors and experts Homer A. Neal, Tobin L. Smith, and Jennifer B. McCormick propose practical ways to implement sound public policy in science and technology and highlight how these policies will guide the results of scientific discovery for years to come. Homer A. Book excerpt: This book presents for the first time a detailed and comprehensive interpretation of Zhongguancun, China’s first national self-dependent innovation demonstration zone. Explored in the book are examples of world-class, leading enterprises in fields, such as the Internet, big data, artificial intelligence, green and low-carbon, modern supply chain and high-end service. According to some data, the rate of contribution to the economic increase of Beijing made by Zhongguancun rose to 36.8% in 2015 from 17.9% in 2010. More specifically, in 2015, nearly 40% of the economic increase in Beijing was contributed by Zhongguancun Science Park. By 2017, Zhongguancun fostered 650 gazelle enterprises and 70 unicorn companies. The book also uniquely provides readers with a panoramic interpretation of the environment for innovation and entrepreneurship in Zhongguancun. It is mainly divided into three parts: History of Zhongguancun, Data of Zhongguancun, Cases of Zhongguancun and Policies of Zhongguancun. Through the depiction of history, data, cases and policy, this book clarifies that in most cases, enterprises in Zhongguancun become successes by following such a road characterized by starting from scratch and by relying on science and technology innovation and expanding from small to big by virtue of the capital market. ““Zhongguancun Model: Driving the Dual Engines of Science & Technology and Capital” deepens the reader’s understanding of the new economy development in China and is essential reading for business/management researchers and practitioners, economists, IT specialists, and IT policy makers around the world.

Book excerpt: In response to a Congressional mandate, the National Research Council conducted a review of the Small Business Innovation Research Program (SBIR) at the five federal agencies with SBIR programs with budgets in excess of $100 million (DOD, NIH, NASA, DOE, and NSF). The project was designed to answer questions of program operation and effectiveness, including the quality of the research projects being conducted under the SBIR program, the commercialization of the research, and the program's contribution to accomplishing agency missions. The first in a series to be published in response to the Congressional request, this report summarizes the presentations at a symposium convened at the beginning of the project. The report provides a comprehensive overview of the SBIR program's operations at the five agencies responsible for 96 percent of the program's operations.
