La evidencia advierte que la presion fiscal y cumplir con la seguridad social no estimulan el empleo formal para el individuo con alto nivel de calificacion, provocando que se emplee en actividades por cuenta propia informal. A identico nivel de aptitudes el premio salarial ha sido en favor del sector informal en los salarios bajos y recientemente el premio se traslado hacia las rentas altas."

No obstante, en t rminos absolutos el Ingreso Nacional por c pita y por a o de M xico es 6,100 US$ mientras que Gran Breta a llega a un importe de casi 23,000 US$. Por qu hay sta diferencia de casi 16,000 US$? Los nicos subsecotres los cuales crecieron son los servicios financieros y de la comunicaci n, con 3.44% y 5.49% respectivamente. Estos dos son los que aumentaron m?'s r pido que el sector industrial con una tasa de 3.18% dentro de la ltima d cada. Aqu funcion la tasa m?'s alta de gente calificado, pero todav a es muy poco. Un de los problemas claves es la ausencia de educaci n suficiente para cumplir la demanda a capital humano calificado. La educaci n es un servicio a si mismo. Si este servicio falla, los dem s, no pueden crecer. Para avanzar, este crecimiento es end geno, es decir, por la propia fuerza la econom a se mejora a largo plazo. Book excerpt: This study estimates separate selectivity bias corrected wage equations for formal and informal workers in rural and urban Mexico using data from the Mexican Family Life Survey (MxFLS). We control for different potential selection patterns using Probit and Multinominal logit models in the first step in which health, personality traits and family characteristics serve as exclusion restrictions for working per se and working in the formal sector. Oaxaca-Blinder Decompositions show that rural-urban wage inequality in the formal and informal sector is determined by differences in observable human capital. In the informal sector, the wage differential is mainly explained by differences in returns to experience. Furthermore, we analyse rural-to-urban migrants' labour market performance. The findings suggest that rural-to-urban migration will continue and the informal sector will further increase.

Book excerpt: Many of the rules that govern labor markets in Latin America (and elsewhere) raise labor costs, create barriers to entry, and introduce rigidities in the employment structure. These include the exceedingly restrictive regulations on hiring and firing practices, as well as burdensome social insurance schemes. Such labor market regulations contribute to an over-expansion of precarious forms of employment and to rural poverty, and hinder countries from responding rapidly to new challenges from increased foreign competition. At the same time, other norms can reduce costs and raise productivity; they should be kept in place and their enforcement improved. For example, some occupational health and safety standards lower medical costs and save lives. One may also want to keep legislation aimed at providing a minimum social insurance for unemployment, old age, sickness, and disabilities. In practice, the most common decision that governments confront is not whether to intervene but to choose among different forms of intervention. This volume provides analysts and policymakers with useful insights on this issue. Part I addresses labor market institutions in a broader context, such as collective bargaining arrangements, minimum wages and poverty, and optimal unemployment insurance schemes. Part II analyzes labor market performance in Latin America, the links between performance and labor market regulations, and the status of labor market reform in the region. These questions are addressed for the region as a whole and in great detail for Argentina, Brazil, Chile, Mexico, and Colombia. Book excerpt: A region known for its volatility, Latin America and the Caribbean (LAC) has suffered severe economic and social setbacks from crises—including the COVID-19 pandemic. These crises have taken their toll on careers, wage growth, and productivity. Employment in Crisis: The Path to Better Jobs in a Post-COVID-19 Latin America provides new evidence on the effects of crises on the region’s workers and firms and suggests several policy responses that can bolster long-term and inclusive economic growth. This report has three key findings. First, crises lead to persistent employment losses and accelerate structural changes away from the formal sector. This change occurs more through reductions in the creation of formal jobs than through job destruction. Second, some workers recover from crises, while others are permanently scarred by them. Low-skilled workers can suffer up to a decade of lower earnings caused by crises, while high-skilled workers rebound fast, exacerbating the LAC region’s high level of inequality. Formal workers suffer smaller employment and wage losses in localities with higher rates of informality. And the reduced job flows caused by crises decrease welfare, but workers in localities with more job opportunities, whether formal or informal, bounce back better. Third, crises’ cleansing effects can increase efficiency and productivity, but these effects are dampened by the LAC region’s less competitive market structure. Rather than becoming more agile and productive during economic downturns, protected sectors and firms gain market share and crowd out others, trapping valuable resources. This report proposes a three-pronged mix of policies to improve the LAC region’s responses to crises: • Create a more stable macroeconomic environment to smooth the impacts of crises, including automatic stabilizers such as unemployment insurance and short-term compensation programs; • Increase the capacity of social protection and labor programs to respond to crises and coalesce these programs into systems that complement income support with reemployment assistance and reskilling opportunities; and • Tackle structural issues, including the lack of product market competition and the spatial dimension behind poor labor market adjustment—a “good jobs and good firms†? agenda.
