Agents privately invest in education after they have received a noisy information signal about their abilities. The incentives of the individuals to invest in education are determined by the financing regime under which the economy operates. The paper analyzes and compares three financing regimes. Under each regime, the payback obligation of an educational loan is contingent, to some extent, on an individual's future income.

Social capital has been applied to a broad range of fields to highlight the benefits that individuals, organizations and communities accrue from supportive relationships and networks. However, to date no research has looked specifically at social capital formation among at-risk students in a Canadian alternative high school. For this reason the author decided to examine the lived experiences of twelve Canadian at-risk students currently attending Sunnyside Alternative High School, with the aim of describing how social capital was fostered. The mainstream school and alternative school experiences of the students were compared based on the research questions and a conceptual framework of social capital formation. The findings of the research confirmed the importance of affective bonding social capital, as well as an inclusive learning environment at the alternative school.

The public debate concerning the human capital value vs. the social capital value of higher education has been shifting toward the former and away from the latter standpoint in recent years. I observe how the current system of Federal student loans is proving inadequate for a growing number of students. In an era of rising costs, high college enrollment, slower economic growth, and an aging population, the government provision of free college tuition would likely result in lower educational quality and lower accessibility for prospective students. Income Share Agreements offer a market-based alternative for higher education financing that might offer solutions to most of the problems with existing avenues for higher education financing - the solution involves shifting from relying on debt to finance higher education to financing education as an equity investment. In order to clarify lawfulness, policymakers should instill legal certainty and alleviate the reluctance of investors and prospective students from entering the marketplace.
