Book excerpt: 1. 1 INTRODUCTION The final chapter of my Personal Income Distribution, a Hulticapability Theory (Hartog, 1981a) carried as its motto: 'Oh richness of the unfinished'. It concluded a book in which labor services were decomposed into services arising from different capabilities. Individuals were supposed to command stocks of capabilities and to decide on the utilization rates of these capabilities, by balanc ing efforts and rewards. The optimal capability bundle they so defined was to be realized by picking the job that just required this bundle. To derive analytical implications on the structure of the labor market and on the distribution of labor earnings, the key assumption was made that arbitrage in capability supply was possible, i. e. , that effectively capabilities could be sold separ ately and carried a uniform unit price throughout the labor market. While many interesting analytical and empirical results followed, there was also an indication from empirical testing that an earnings function linear in capabilities could be outperformed by a non-linear func- 2 CAPABILITIES, ALLOCATION AND EARNINGS tion, and that the arbitrage assumption might be un tenable. This book attempts to harvest a little from the richness of the unfinished that was left. It returns to some of the old topics and adds some new ones, in a more general model that no longer imposes the assumption that capabilities can be treated as if they can be unbundled. It also draws on new datasets to explore the issues empirically.

Book excerpt: Problem Definition: The challenge of optimally allocating a limited resource and its associated cost/benefit among consumers with heterogeneous income levels and private resource valuations arises in many situations. This paper tackles this challenge in the context of utility-led community solar (CS). Traditionally, CS participants supported solar projects by sharing solar capacity and its associated costs. With the falling cost of solar, CS now yields net savings, rather than incurring a net cost. Retaining their original design, CS programs pass savings onto participating consumers, who are only a small fraction of the residents. Consequently, CS programs (i) are unable to distribute the gains among the broader community; and (ii) can no longer tap into the willingness-to-pay of green-conscious participants. The program design needs to be rethought.Methodology/results: We model heterogeneity in consumers' incomes and green energy valuations. We study various alternative program designs. The most sophisticated one offers consumers income-dependent menus of subscription capacity and rate options. This approach improves social welfare significantly, closing over 90% of the gap between the current approach and a theoretical first-best. It achieves this by ensuring that CS capacity is accessible to everyone who wants it and restoring the opportunity for highly green-conscious consumers to support solar energy. We further illustrate the usefulness of our proposed design using numerical studies calibrated by data from actual CS programs. We also endogenize the CS program sizing decision and find that our proposed design leads to larger CS projects. Managerial implications: Carefully redesigning CS programs can create significant welfare improvements. More generally, in resource allocation problems with income and valuation heterogeneity, there is significant value to be gained from explicitly using income information in deciding allocations.

The first aspect relates to the shape of the frequency distribution of individuals according to their (labor) incomes. Analytical contributions include the so-called stochastic theories of income dis tribution, such as Gibrat's law of proportionate effect, Champernowne's and Rutherford's Markov-chain models, and Pigou's puzzle. The question is, If abil ities are normally distributed, why should the distribution of incomes deviate from this shape? This deviation is the basic fact that these theories explain: in come distributions, whatever the time and place of observation, are positively skewed. 2 CHAPTER 1 The second aspect of the distribution of labor incomes is the problem of wage differentials: why do wages differ, why do all workers not earn the same wage? This question has been a standard problem ever since Adam Smith dealt with it.
