Book excerpt: The Private Planning Association of Canada initiated the Atlantic Economic Studies Program to study the implications for Canada of trade liberalization and closer economic integration among the nations bordering the North Atlantic. Over twenty studies by leading economists, which point out the significance of international trade for the structure and growth of the Canadian economy, have been published in a series of thirteen volumes. This is the last in the series, and it summarizes the conclusions expressed in the previous studies in chapters dealing with such topics as the growth of world markets and changing trade patterns, free trade alternatives for Canada, and the structure of the Canadian economy.

Available in PDF, EPUB and Kindle. Book excerpt: From the preface: "A visitor seeing Canada for the first time since 1939 might well conclude that Canada, even more than nations devastated by war, has become another country. On the surface so much remains the same: the Liberals prevail in Ottawa; the provinces quarrel with Ottawa and among themselves; and we worry about Americans in our future. But most of the pieces have been rearranged, and the effect of the picture is quite different...This is a book about our own times, and as such it expresses definite views. No reader will agree with everything we say. We have not tried to end debate; we have tried to clarify and broaden. We trust that our readers will be encouraged to seek for themselves a better understanding of where Canadians have been and what they have become." Book excerpt: This study is an attempt to find a solution to the problem of fiscal adjustment between a province or a state and its municipalities–a pressing problem throughout Canada and the United States and in many other countries in view of the great disparities in the revenue-raising capacity of municipalities, their limited tax bases, and the pressure on them to provide higher levels of public services. The principles developed are of general applicability, but their use is illustrated by using Nova Scotia as a case study. The first of the series "Atlantic Provinces Studies" established by the Social Science Research Council of Canada to encourage research on the economic and social problems of the Atlantic Provinces.

Would policy change have happened without them? Why do some commissions result in policy changes while others do not? --

Available in PDF, EPUB and Kindle. Book excerpt: Milton Moore, who calls this inquiry into an effective Canadian competition policy "a polite polemic," challenges the assumptions upon which combines legislation is based and questions the manner in which free enterprise operates in Canada. He addresses himself, not to the academic economist, but to the general public. Because realism and relevance inform his thinking, businessmen will recognize the world of business he describes as the one they inhabit. The author's basic premise is that the consumer is entitled to commodities and services at a price equal to the lowest attainable cost. But as industry is now organized, there is a gross waste of resources, and if the usual solution advocated for this problem (free trade in manufactured products with the United States) were to be effected, most of what remains of our economic independence would be lost. Professor Moore makes some radical proposals on the subject, notably the subordination of tariff policy to competition policy and the removal of the firm's right of refusal to sell, both to a degree not previously suggested. The work is infused with his view that the public good takes precedence over the right of the individual to pursue his economic self-interest. "Unless politically courageous decisions are made," he warns, "... our competition policy will continue to be the charade that it now is."

Book excerpt: From the Preface: The Symposium reviewed the major developments that have marked the growth of Canadian manufacturing industries in the 1960s and considered the key issues likely to affect the important sector in the 1970s. The members of the Symposium concurred that the performance of Canadian manufacturing would have an important influence on Canada's over-all economic development in the decade ahead. Attention was directed particularly to certain basic questions concerning an industrial strategy for Canada, and to a wide range of factors that may affect the growth and competitive position of Canadian manufacturing. In a broad perspective, the effect of international developments, particularly those in the United States, on Canadian manufacturing, were assessed.

Book excerpt: This study provides important empirical background to the continuing debate on Canadian industrial policy and trade. The analysis is based on primary data derived from a unique survey of individual firms, both Canadian and foreign-owned, conducted early in the 1981-1982 recession. The main purpose of the study is to assess whether recent changes in tariffs, exchange rates, wage rates, and other factors in Canada and the world economy suggest the need for any significant modification in the earlier analyses and conclusions. The study presents prior evidence on costs, specialization, and trade; assesses current costs and productivity, and presents new information on how increased exports and specialization would affect cost performance and international competitiveness; examines non-production costs and other non-cost influences on specialization and export performance; and suggests strategies for the private sector to consider in order to survive in the changing trade environment of the 1980s.
