Book excerpt: A Brookings Institution Press and the Organization of American States publication This is the Spanish language version of Toward Free Trade in America. In the past 15 years, the nations of the Western Hemisphere have staged a remarkable revolution—in the way they trade with their neighbors. First, after decades of restrictive import policies, several countries began to liberalize their trade and investment regimes. Then, beginning a decade ago, numerous bilateral and sub-regional trade agreements were achieved, to serve as vital complements to domestic reforms and to foster trade flows among member countries. At the Second Summit of the Americas in 1998, negotiations among 34 democracies were launched to establish the Free Trade Area of the Americas (FTAA). This report takes stock of the remarkable progress to date in the development of free trade in the Western Hemisphere. It examines trade flows between countries in the same regional groupings and between members of different sub-regional arrangements. The report describes the main characteristics of the trade arrangements signed between countries of the Hemisphere and explores the development of trade rules in these arrangements. Finally, the report details recent advances in the construction of the FTAA.

Available in PDF, EPUB and Kindle. Book excerpt: North American Regionalism problematizes “North America” as an important region in its own right, breaking with the area-studies convention that divides the Global North and Global South portions of the Western Hemisphere at the US-Mexican border. By cutting across this division, the theoretically sophisticated essays in this volume yield new insights about politics, society, and the economy of North America, opening dialogues with the New Regionalism approach and the literature on comparative regional studies. Drawing on a six-year interdisciplinary collaboration among leading scholars from Canadian, Mexican, US, and European universities, the book brings North America back into International Relations’ study of regions and regionalism. The book includes robust theoretical and empirical engagement with issues of trade, migration, security, energy and climate, and the rise of China.

Book excerpt: In light of the rapid fluctuations in oil prices and subsequent impact on the stability and economic perspectives of energy producing and energy importing states in the Western Hemisphere, this book stresses the urgency to integrate sustainability at the very core of national energy security strategies. From Canada to Argentina, this edited volume analyzes a series of case studies and diverging paradigms across the continent. It underlines how the relatively recent exploitation of unconventional energy sources in North America and the resulting impact on prices impact the geopolitical concerns of traditional producers. It also explains how much energy strategies are central to the development of national economies and the stability of their society. Highlighting the shortcomings in several countries even at a time of high prices, the volume makes the case for an inclusive and holistic approach to energy security that would integrate environmental concerns at its very core. This edited volume also explains how this new energy independence of the western Hemisphere affects its foreign policy with the main international actors in the field of energy whether traditional producers or consumers. Finally, it provides key insights on successful strategy towards the development of alternative sources of energy.

This book was released on 2014-05-28 with total page 258 pages. Available in PDF, EPUB and Kindle. Book excerpt: Global climate governance has presented problems that have led to failures, yet it has also opened the door to new transregional governance schemes, especially in North America. This book introduces an environmental dimension into the concept of governance. Almost fifteen years after the climate global governance concept emerged, results worldwide have not been as favorable as expected. This book details previous discussions about the concept of global climate governance and its limits. It highlights how the Kyoto Protocol has a limited design taking into account a national approach to global, regional, and transnational problems, had no obligatory mechanisms for implementation and explains the emergence of new polluters not committed under it such as China and India. Furthermore this book explores other levels of authority such as regional institutions - the North American agreement on trade (NAFTA) and on environment (NAAEC), as well as the regional energy working group (NAEWG). The author puts forward a theoretical proposal for re-territorialization and coordination of policies for climate change into new forms of articulating interests in what she terms transnational green economic regions (TGERs) and tests this on two case studies - the Regional Greenhouse Gas Initiative (RGGI) and the Western Climate Initiative (WCI). This study presents the challenges and opportunities of a transregional approach in North America.
