Book excerpt: This book focuses primarily on student borrowing through the Canada Student Loans Program (CSLP). It reviews the operation of the CSLP through the early 1990s, including program finances and criticisms of the program. This sets the stage for an analysis of the experience of three cohorts of post-secondary graduates (of 1982, 1986, and 1990), examining the probability of graduating with a student loan, total amount borrowed, burden of student debt as measured by debt/earnings ratios, repayment rates, and reported repayment problems. Borrowing and repayment patterns were also examined by province, socio-economic background, and selected aspects of the educational experience. The book then summarizes the significant changes in the CSLP in the past few years and discusses these changes with reference to criticisms of the earlier CSLP. Finally, the book discusses the concept of income contingent repayment and concludes with a summary assessment of the new CSLP and a series of policy suggestions intended to guide student loan reform. Three comments on the main text are also included.

Book excerpt: Using unique survey and administrative data from the Canada Student Loans Program, we document that parental support and personal savings substantially lower student loan repayment problems. We develop a theoretical model for studying student borrowing and repayment in the presence of risky labor market outcomes, moral hazard, and costly earnings verification. This framework demonstrates that non-monetary costs of applying for income-based repayment assistance are critical to understanding why resources other than earnings lead to greater repayment. We further show that eliminating these non-monetary costs may be inefficient and lead to undesirable redistribution. Empirically, we demonstrate that expanding Canada's income-based Repayment Assistance Plan to automatically cover all borrowers would likely reduce program revenue by nearly one-half over early years of repayment. Finally, we show how student loan programs can be more efficiently designed to address heterogeneity in parental transfers in the presence of non-monetary earnings verification costs and moral hazard.

[...] The report also urges government policymakers to continue with the integration of federal and provincial student loan programs; it also proposes the introduction of real-time computer systems to ensure all borrowers have access to the most accurate and up to date account information. [...] In effect, post-secondary education policy has been framed in terms of the in-school experience even though the repayment period for student loan borrowers is much longer than the number of years it takes to complete the average undergraduate degree.21 To date, only one study has adequately dealt with the issue of student loan interest.

Applying relevant and available data, this research seeks to present ways that the current student loan system can be amended in order to include repayment provisions that are less onerous on student borrowers in the early years after graduation in order to minimize risk for the borrower and government. A literature review, case studies analysis, and interviews with policy-makers, researchers and government officials are used to help assess three policy alternatives. Policy goals include avoiding unduly heavy repayment obligations in the early years after graduation, recouping the maximum amount of student loans, and minimizing default rates on the loans. This study recommends reforming the student financial aid system in Canada by adopting a carefully designed, universal, moderately subsidized income-contingent loan repayment scheme.

Book excerpt: We use new administrative data that links detailed information on Canadian student loan recipients with their repayment and income histories from the Canada Student Loans Program (CSLP), income tax filings, and post-secondary schooling records to measure the extent to which student borrowers adjust loan repayments to insure against income variation. Several mechanisms are available for students to adjust loan repayments in response to income fluctuations: formal, like CSLP's Repayment Assistance Plan; and informal, such as delinquency or default. Borrowers can also make larger payments than required should they experience unexpectedly high income. Indeed, loan payments are shown to increase in income, more so in early years and for individuals with higher initial debt. More formally, we estimate that on average, an unexpected $1,000 change in year-over-year income is associated with a $30 change in loan payment: from a $50 change the year after graduation, declining to a $20 change 5 years after graduation. Loan repayments are also used to absorb income variation that is more permanent in nature: for borrowers whose income is consistently below or above expected income at graduation, the magnitude of average repayment adjustment is similar to the average yearly response.
