This book was released on 2000-12-06 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Canada, Latin America, and the New Internationalism Brian Stevenson argues that Canada's foreign policy toward Latin America has been profoundly affected by these three factors and has evolved in response to both changing domestic demands and shifting international circumstances. By analysing a pivotal period in Canada-Latin American relations, he shows us how successive Canadian governments made important initiatives toward closer relationships with Latin America and were also pressured by non-governmental organizations to play a bigger role in the region. Canada's increased role can be seen in official foreign policy commitments, such as the decision to join the Organization of American States, and in policy decisions on political refugees. He explains that while the United States has played a key role in sometimes constraining Canadian foreign policy in the region, it is important to realize that Canadian foreign policy has been steadied by a long-standing tradition of internationalism. Canada, Latin America, and the New Internationalism demonstrates that the tradition of internationalism in Canadian foreign policy as viewed from the perspective of foreign policy analysis provides the framework within which to understand and accommodate changes in its policy toward Latin America. The period which the book explores is critical in order to understand the contemporary nature and future direction of Canada-Latin America relations.

Book excerpt: Discovering the Americas describes and analyzes the evolution of Canadian foreign policy towards Latin America. The book is divided into three parts, each reflecting a distinct phase of Canada's relations with the Americas. Part 1 traces Canada's minimal relations from the beginning of the century until the Trudeau years. Part 2 examines the Trudeau era when, partly propelled by nationalism, Canada sought a more independent role in its relations with Latin America. Part 3 discusses the post- 1984 era, which has been marked by the prospect of an emerging hegemony in the Americas.

Book excerpt: As a result of the North American Free Trade Agreement Canada's relations with Mexico and Latin America have reached a turning point both politically and economically. Beyond Mexico is a timely assessment of the dynamic state and the prospects of Canada's relations with Latin America. Every day, trade developments under nafta are redefining political, economic and social connections between Canada, Mexico and the United States. In this well-documented, policy-relevant and eminently accessible study, specialists address the challenges raised by non-governmental organizations, security and human rights issues, inter-municipal exchange programs, Canada's membership in the Organization of American States, and by successive crises in Haiti. This collection looks beyond NAFTA to explore the range and realities of Canada's involvement in the entire hemisphere.

Book excerpt: This paper examines how Latin American and Caribbean countries have begun a deep transformation and how this progress of change heightens the importance of the region for Canada and for Canadian foreign policy. It begins with a review of Canadian policy initiatives in the region since 1989 and of the transformations occurring in Latin America and the Caribbean, both economic and political. The heart of the paper is section four, which presents proposals for strengthening Canada's relations with the region on a mutually beneficial basis under three main headings: creating prosperity on a sustainable basis, including trade promotion and investment support; political good government, including provision of technical expertise in the areas of human rights, elections, regulatory reform, and the role of the military; and building bridges, such as enhancing contacts through multilateral channels like the Organization of American States.

Book excerpt: As a developing region on the brink of a new century, Latin America has come to embody, often in a dramatic way, the dilemmas and opportunities at play across the world. This collection examines and assesses Canada's policy toward the region after a decade of political, economic, and social change. Essays by eminent Canadian and Latin American observers document the moving trade, political, and human rights agendas, and their implications for Canadian interest and involvement in the region. An overview of the general challenges confronting Canadian policy makers is followed by chapters dealing with Canada's stand on hemispheric integration; Brazil's perspective on regional trade liberalization; the status and effectiveness of organizations such as the Inter-American Defense Board and the Organization of American States; the lingering issue of Canada's refusal to sign the Inter-American Convention on Human Rights; the Caribbean role within current regional trade and investment regimes; Roy MacLaren's legacy in trade policy terms; Cuba and the Helms-Burton Act; and key recent political and economic developments in Mexico.
