With legislative change, Canada’s public service has achieved the equitable representation of its two official languages groups, provided services to the public in both official languages, and has codified rights for public servants to work in their official language of choice. On paper, the regime is robust. In practice, there is a persistent divergence between policy and practice, as English dominates as the regular language of work in the federal public service. Through an historical institutionalist lens based on extensive archival research and semi-structured interviews, Gaspard shows that the implementation of official languages policy in the federal public service from 1967–2013 could not challenge the predominance of English as the operating language of the federal public service. The analysis of the roles of actors, ideas and institutions that influenced the policy implementation process show that a lack of structural change, inadequate managerial engagement, and a false sense that both official languages are equally ingrained in the public service explain the persistence of English as the dominant language of work. This book is published in English. - La politique sur les langues officielles du Canada a transformé la composition et les considérations opérationnelles des institutions fédérales. Grâce aux modifications législatives, la fonction publique du Canada a réussi à mettre en place une représentation équitable de ses deux groupes de langues officielles, assure la prestation de services au public dans les deux langues officielles, et a procédé à la codification des droits des fonctionnaires de travailler dans la langue officielle de leur choix. En théorie, le régime est robuste. En pratique, il existe un fossé entre politique et pratique, l’anglais s’étant établi comme langue dominante de travail dans la fonction publique fédérale. En adoptant une approche historique à cette question institutionnelle et au moyen de recherches archivistiques et d’entrevues mi-structurées, Gaspard fait valoir que de 1967 à 2013, la mise en oeuvre du programme de langues officielles à la fonction publique fédérale n’a pu influer sur la trajectoire de l’anglais comme langue prépondérante de travail. L’analyse des rôles des intervenants et des institutions qui ont façonné le processus met en lumière le fait que l’absence de changements structurels, l’engagement insuffisant des gestionnaires, de même que la perception erronée que les langues officielles sont toutes deux bien ancrées dans la fonction publique se conjuguent pour expliquer la persistance de l’anglais comme principale langue de travail. Although 1967 was Canada's centennial year, the seminar was concerned only incidentally with bilingualism in Canada. Instead, bilingualism was considered as the essential element in communication between language irrespective of national boundaries. Participants included linguists, psychologists, and sociologists. The report shows that the interdisciplinary discussions carried on at Moncton were fruitful; that significant questions about bilingualism were raised and an improvement in communication between specialists from different traditions, languages, and cultures were effected. This volumes makes a valuable contribution toward establishing a general theory of bilingualism.

Book excerpt: Convinced that education was one of the essential keys to the renewal and growth of their communities, revitalized Francophone organizations and leaders lobbied for constitutional entrenchment of official bilingualism and of a mandated Charter right to education in their own language, including the right to governance over their own schools and school boards. Having achieved their objectives in the 1982 Charter of Rights and Freedoms, Francophone provincial and national leaders learned the techniques of micro-constitutional politics to convince the Ontario, Alberta, and Manitoba provincial governments to implement full and unfettered school governance by and for Francophone minority communities. These communities received the backing of Canada's Supreme Court, which gave a collectivist and remedial interpretation to the Charter's official language minority education rights section 23. The Canadian government assisted the Francophone minority in two ways: it made funds available to Francophone organizations and parents via the Court Challenges program and it signed lucrative financial agreements with the provinces to help defray the additional costs of establishing French-language schools and school boards. While the Francophone minority communities were pursuing implementation of their section 23 Charter rights, they found themselves drawn into the mega-constitutional negotiations and ratification procedures surrounding the controversial Meech Lake Constitutional Accord, 1987-90, and the omnibus Charlottetown Consensus Report, 1990-92. During the Quebec/Provincial Round, their Charter rights remained intact when the Meech Lake Accord failed to obtain ratification. During the Canada Round, they managed to obtain recognition of their conception of a pan-Canadian cultural and linguistic duality which helped minimize the constitutional and political impact of the Quebec government's insistence upon a territorial conception of duality, that is, an asymmetrical Canada/Quebec federation. When Canadians rejected the Charlottetown deal, neither conception achieved formal constitutional recognition. Nevertheless, Canada's Francophone minority communities were regenerated by the intertwined developments of constitutional renewal and their winning of school governance. A new, vigorous Francophone pan-Canadian national community emerged, one capable of ensuring the survival of its constituents communities well into the twenty-first century.
