This is not a new question but it has been revived in active public discussion during recent years....To some extent, the factors which appear to have kept Canada outside of the OAS have had their roots not so much in the specific arguments against Canadian membership, as in deeper historical and philosophical differences between Canada and most other nations in the Western Hemisphere. Moreover, "hemisphere unity" has never been a powerful motivating force acting on Canadian policy. In view of the obvious increase in interest in both Canada and the United States in the question of Canadian membership in the OAS, and in view of the fact that there is little public information and analysis of the pros and cons of this question, the Canadian-American Committee authorized the preparation of this report. We believe that it makes a significant contribution to better understanding of this subject.
