Part I overviews the low-wage workforce and the employers who hire them, and Part II summarizes the evidence on strategies to improve workers' skills, supplement their wages, and provide greater support. Part III focuses on challenges encountered by groups such as women and immigrants, and Part IV assesses the potential contributions of community colleges, employers, and unions. Available in PDF, EPUB and Kindle. Book excerpt: The Brookings Institution's Welfare Reform & Beyond Initiative was created to inform the critical policy debates surrounding the upcoming congressional reauthorization of the Temporary Assistance for Needy Families (TANF) program and a number of related programs that were created or dramatically altered by the 1996 landmark welfare reform legislation. The goal of the project has been to take the large volume of existing and forthcoming research studies and shape them into a more coherent and policy-oriented whole. This capstone collection gathers twenty brief essays (published between January 2001 and February 2002) that focus on assessing the record of welfare reform, specific issues likely to be debated before the TANF reauthorization, and a broader set of policy options for low-income families. It is a reader-friendly volume that will provide policymakers, the press, and the interested public with a comprehensive guide to the numerous issues that must be addressed as Congress considers the future of the nation's antipoverty policies. The collection covers the following topics and features a new introduction from the editors: - An Overview of Effects to Date - Welfare Reform Reauthorization: An Overview of Problems and Issues - A Tax Proposal for Working Families with Children - Welfare Reform and Poverty - Reducing Non-Marital Births - Which Welfare Reforms are Best for Children? - Welfare and the Economy - What Can Be Done to Reduce Teen Pregnancy and Out-of-Wedlock Births? - Changing Welfare Offices - State Programs - Welfare Reform and Employment - Fragile Families, Welfare Reform, and Marriage - Health Insurance, Welfare, and Work - Helping the Hard-to-Employ - Sanctions and Welfare Reform - Child Care and Welfare Reform - Job Retention and Advancement in Welfare Reform - Housing and Welfare Reform - Non-Citizens - Block Grant Structure - Food Stamps - Work Support System - Possible Welfare Re

Available in PDF, EPUB and Kindle. Book excerpt: Welfare to Work in Practice brings together some of the leading international social security experts to discuss the rationale for welfare to work policies, their limitations and problems encountered in practice. Contributors include Jane Millar, Neil Gilbert, Martin Werding, Jonathan Bradshaw and Einar Overbye, who address topics ranging from the linkages between social security and the labour market to how the welfare to work agenda is responding to the needs of special groups such as lone parents, the long-term unemployed and those with a disability. The book puts the arguments and ideas that underlie the new welfare reform agenda under the microscope and explains how it is being implemented in an international context. Several new data sets are analyzed in a collection that covers developments in Australia, Belgium, Denmark, Estonia, Germany, Norway, the UK and the US, as well as several comparative studies. In doing so, this volume helps to bridge the gap between research and policy and demonstrates how policy can respond to the challenges it faces.

This book was released on 2014-09-29 with total page 385 pages. Available in PDF, EPUB and Kindle. Book excerpt: The last decade of the 20th century was marked by a shift in how welfare-states deal with those at the bottom of the income ladder. This shift involved the introduction/strengthening of work-obligations as a condition for receiving minimum income benefits - which, in some countries, was complemented by efforts to help recipients return to the labour market, namely through the investment in active labour market policies (ALMP). Based on case-studies of developments in the US and eight European nations (UK, Norway, Denmark, Netherlands, Germany, France, Portugal and the Czech Republic), this book argues that this first set of reforms was followed by a second wave of reforms that, whilst deepening the path towards the focus on work, brings important innovations- be it the tools used to help recipients back to the labour markets (ex., financial incentives) and in how activation policies are delivered (ex., integration of benefit and employment services). Looking at the array of developments introduced during this period, we discern two key trends. The first concerns the strengthening of the role of the market in the governance of activation, which is visible in the strengthening of the focus on work, or the marketisation of employment services. The second, concerns a move towards the individualisation of service delivery, visible in the expansion of the use of personal action plans or in efforts to streamline service delivery. Finally, we show that the onset of the sovereign debt crisis in Europe, has triggered a new wave of reforms. Whilst tentative only, our analysis points to a worrying trend of the curtailment or benefits (Portugal) and activation services (Netherlands, Czech Republic) to minimum income recipients and, in parallel, a further deepening of the focus on work-conditionality (UK and Norway).
