Book excerpt: Since World War II, a complex network has emerged of bilateral and multilateral agencies that manage economic assistance to low-income countries in the form of investment projects, policy advice, and technical assistance. Although each of these agencies has its distinctive personality, most of them have avoided facing up to the post-Cold War reality of burgeoning ethnic conflict. This reluctance to deal with the violent consequences of ethnic pluralism is often self-defeating, for such violence can destabilize the environment within which the agencies operate and thus undermine their efforts. The same reluctance can also blind agencies to the damage that the ill-considered provision of foreign aid can inflict on ethnic relations within aid-receiving nations. Some interventions may have neutral or even positive sum outcomes. This paper represents the author's conclusions from a conference held in October 1995 at Cornell University on the effects of development assistance on ethnic conflict.

It focuses on two broad areas of international work: the evolution of international legal norms regarding the rights of minorities and indigenous peoples, and international approaches to conflict and post-conflict development. The book charts new territory by mapping the range of international actors who affect the governance of ethnic diversity, and exploring their often contradictory roles and impacts. Most international actors come to questions of ethnic diversity indirectly and reluctantly, on the basis of widely varying mandates many of which were established to fulfill other objectives.They naturally therefore have different priorities and perspectives. And yet, the book identifies a striking convergence amongst international actors around discourses of diversity and equality, demonstrating the existence of an epistemic community where actors work within common vocabularies, discourses and principles that attempt to link human rights, pluralism, development and peace.

Are conflict-prevention measures already being attempted, and sometimes succeeding so well that we are unaware of their effectiveness? If so, what can we learn from them? In this book, Robert J. Muscat, a veteran international development expert who has worked in South America, South and Southeast Asia, East Africa, and the Balkans, attempts to answer these questions. Drawing on the work of others as well as his own extensive experience, he reviews the accrued insights into the causes of internal conflict. One of the key unanswered questions relating to economic aid and preventing future violence is that of the significance of external economic aid in building peace after violence. By examining the respondents’ political imagery, this book expands on existing work on economic aid and peace building in other societies coming out of violence. Northern Ireland’s changing social-economic and political context reflects the fact that economic aid and sustainable economic development is a cornerstone of the peacebuilding process. The goal of the book is to provide a foundational knowledge base for students and practitioners about the role of economic aid in building the peace dividend in post-accord societies.
