Book excerpt: In order to answer this question we start by considering the role of Nations in allowing that division of labour that is associated with market economies. Even if rent-seeking activities may cause inefficient institutional equilibria, we argue that nationalism may be included among the possible causes of the accumulation of wealth. We also consider the limits of the economic explanations of nationalism and some possible extensions of the economic approach that may help to provide some rationale for nationalistic activities that seem to defy any rational choice explanation. Finally, we examine whether an evolutionary approach is more appropriate than a rational choice approach in explaining nationalism: the meme of nationalism, instead of the nationalists, may be maximising its objective function.

Taking her title from Max Weber's famous study on the same subject, Liah Greenfeld focuses on the problem of motivation behind the epochal change in behavior, which from the sixteenth century on has reoriented one economy after another from subsistence to profit, transforming the nature of economic activity. A detailed analysis of the development of economic consciousness in England, the Netherlands, France, Germany, Japan, and the United States allows her to argue that the motivation, or "spirit," behind the modern, growth-oriented economy was not the liberation of the "rational economic actor," but rather nationalism. Nationalism committed masses of people to an endless race for national prestige and thus brought into being the phenomenon of economic competitiveness. Nowhere has economic activity been further removed from the rational calculation of costs than in the United States, where the economy has come to be perceived as the end-all of political life and the determinant of all social progress. American "economic civilization" spurs the nation on to ever-greater economic achievement. But it turns Americans into workaholics, unsure of the purpose of their pursuits, and leads American statesmen to exaggerate the weight of economic concerns in foreign policy, often to the detriment of American political influence and the confusion of the rest of the world.

While the prevailing view holds that nationalism and globalization are forces of clashing opposition, Sabanadze establishes that these tend to become allied forces. Acknowledges that nationalism does react against the rising globalization and represents a form of resistance against globalizing influences, but the Basque and Georgian cases prove that globalization and nationalism can be complementary rather than contradictory tendencies. Nationalists have often served as promoters of globalization, seeking out globalizing influences and engaging with global actors out of their very nationalist interests. In the case of both Georgia and the Basque Country, there is little evidence suggesting the existence of strong, politically organized nationalist opposition to globalization. Discusses why, on a broader scale, different forms of nationalism develop differing attitudes towards globalization and engage in different relationships.Conventional wisdom suggests that sub-state nationalism in the post-Cold War era is a product of globalization. Sabanadze?s work encourages a rethinking of this proposition. Through careful analysis of the Georgian and Basque cases, she shows that the principal dynamics have little, if anything, to do with globalization and much to do with the political context and historical framework of these cases.
