La investigación en este ámbito tiene como objetivo describir y explicar cómo y por qué cambian las políticas, considerando elementos como los procesos de decisión política, los marcos cognitivos, las instituciones y las externalidades al ámbito político. Estos logros pueden verse reforzados cuando el cambio de políticas se explora como un fenómeno social. En este libro, Beatriz Robayo-Castro y Patricia Herrera-Kit desarrollan una propuesta de análisis social del cambio de política. fundamentada en los supuestos de la Teoría de los Sistemas Sociales (TSS) de Niklas Luhmann, y la aplican mediante la realización de un estudio de caso instrumental, con enfoque mixto, de las dinámicas de la Política de Ciencia y Tecnología en Colombia entre 1968 y 2018. Los resultados de este enfoque muestran que el nivel de análisis social de las políticas públicas es sensible a los fenómenos del cambio de política que han sido descritos por los principales teóricos en este campo, permitiendo representar alternancias entre períodos de bajo y alto cambio a través del análisis del comportamiento de dos variables en función del tiempo: la carga estructural o semántica del discurso de la política y la interacción entre funciones sociales.
