Book excerpt: Accurate, high-resolution fire behavior prediction is a critical component of fire management decision-making before and during fires. Prometheus is a deterministic fire growth simulation model that was developed to help fire managers to understand the probable consequences of their decisions. It uses spatial input data on topography (slope, aspect, and elevation), fuel types, and weather to simulate fire growth by applying Huygens principle of wave propagation to the rate-of-spread predictions from the Canadian Forest Fire Behavior Prediction System of the Canadian Forest Fire Danger Rating System. This approach produces detailed fire perimeters at user-specified display time step intervals. Each active vertex along the perimeter has corresponding fire behavior output. Exported fire perimeters are compatible with geographic information systems. Additionally, three interpolation techniques are available to produce optional raster fire behavior outputs. This report documents the structure of the Prometheus model and an assessment of its performance. The report includes a general discussion of approaches to the modeling of fire growth simulation and explains the vector propagation technique used in Prometheus. The limitations and assumptions of applying the model, as well as the most appropriate directions for future research, are also discussed.

In recent years governments in the South have transferred at least 200 million hectares of forests to communities living in and around them . This book assesses the experience of what appears to be a new international trend that has substantially increased the share of the world's forests under community administration. Based on research in over 30 communities in selected countries in Asia (India, Nepal, Philippines, Laos, Indonesia), Africa (Burkina Faso, Cameroon, Ghana) and Latin America (Bolivia, Brazil, Guatemala, Nicaragua), it examines the process and outcomes of granting new rights, assessing a variety of governance issues in implementation, access to forest products and markets and outcomes for people and forests . Forest tenure reforms have been highly varied, ranging from the titling of indigenous territories to the granting of small land areas for forest regeneration or the right to a share in timber revenues. While in many cases these rights have been significant, new statutory rights do not automatically result in rights in practice, and a variety of institutional weaknesses and policy distortions have limited the impacts of change. Through the comparison of selected cases, the chapters explore the nature of forest reform, the extent and meaning of rights transferred or recognized, and the role of authority and citizens' networks in forest governance. They also assess opportunities and obstacles associated with government regulations and markets for forest products and the effects across the cases on livelihoods, forest condition and equity. Questioning how globalization has influenced forest regimes, the book focuses on individual forest companies and argues that they are the main motors of the industry's internationalization, often without taking due consideration of the complex interrelations between society, the environment and forest trade. During the current phase of globalization, the sphere of material production within the forest industry has increasingly been modified by more speculative signals from the market. Both the growing role of investor interests, as well as the broader societal demands for 'greening' the production chain, have forced managers to be more sensitive to the performance profile and image of their companies. In conclusion, the book highlights instances of processes working towards homogenization and diversity, and suggests that while Anglo-American management practice is increasingly important across the northern forest regions, it is also meeting with resistance due to historical and political conditions.

Book excerpt: The 2010 State of the Forest report (SOF) benefited from financial support from the European Union, the United States, Germany, France and UNESCO. It represents the collaborative effort of over 100 individuals from a diversity of institutions and the forestry administrations of the Central African countries. The SOF process began with the selection and definition of indicators relevant to monitoring the state of forests in Central Africa. The indicators are structured around three thematic areas: (i) forest cover; (ii) management of production forests; and (iii) conservation and biodiversity. They are presented in a hierarchical structure at the regional, national and management unit (i.e. logging concessions and protected areas) levels. The indicators were vetted by a representative panel of stakeholders of forest management in Central Africa. The indicators are used to guide an annual data collection process carried out between April and August by national groups of four to ten individuals working within the forestry administrations. The data reported on in the 2010 SOF were primarily collected in 2009 and 2010. Results were validated in national workshops attended by government officials as well as representatives of environmental NGOs, the private sector and development projects. The data provided an important basis for the authors of the 11 chapters of the 2010 SOF, which were under the coordination of a scientific committee of international renown. A final workshop was held 29-30 March, 2011 in Douala to review a draft report. Following amendments based on comments from a wide audience of experts the final layout was completed.
