Book excerpt: A leading intellectual historian of Latin America here examines the changing political ideas of the Mexican intellectual and quasi-governmental elite during the period of ideological consensus from the victory of Benito Juárez of 1867 into the 1890s. Looking at Mexican political thought in a comparative Western context, Charles Hale fully describes how triumphant liberalism was transformed by its encounter with the philosophy of positivism. In so doing, he challenges the prevailing tendency to divide Mexican thought into liberal and positivist stages. The political impact of positivism in Mexico began in 1878, when the "new" or "conservative" liberals enunciated the doctrine of "scientific politics" in the newspaper La Libertad. Hale probes the intellectual origins of scientific politics in the ideas of Henri de Saint-Simon and Auguste Comte, and he discusses the contemporary models of the movement the conservative republics of France and Spain. Drawing on the debates between advocates of scientific politics and defenders of the Constitution of 1857 in its pure form, he argues that the La Libertad group of 1878 and their heirs, the Cientificos of 1893, were constitutionalists in the liberal tradition and not merely apologists for the authoritarian regime of Porfirio Díaz. Hale concludes by outlining the legacy of scientific politics for post-revolutionary Mexico, particularly in the present-day efforts to inject "democracy" into the political system. Book excerpt: The recent economic troubles of Mexico should have surprised no one, for the Mexican economy is an unhealthy one whose basic problems extend back to the nineteenth century - that is the major theme of this study of the formative years of industrialization in Mexico. The author focuses on the forces - economic, political, and technological - that have thwarted Mexican efforts to become a competitive member of the international economic community. Unlike most previous studies, which have relied on aggregate data published by the Mexican government that lump together all industries and all firms, this study is based almost entirely on new material concerning individual companies and individual entrepreneurs. This approach enables the author to examine a wide range of new questions. What were the social origins of Mexico's industrial entrepreneurs? What was their relation to the government of Porfirio Diaz? How profitable were the major manufacturing companies? What effects did the Revolution of 1910-1917 have on the nation's physical plant and on investor confidence? What strategies did firms follow to protect their markets and to prevent competition? The author argues that the roots of modern Mexican industrialization are not to be found in the restructuring of the Mexican economy associated with the Revolution (indeed he contends that the Revolution's effect on the economy has been exaggerated) or in the economic growth stemming from World War II. Rather, he sees the Porfiriato as the decisive era in Mexico's industrialization. By examining the economic constraints on large-scale industrialization during the Porfiriato, he explains the factors that led to an industrial sector marked by concentration of ownership, oligopoly and monopoly production, the inability to compete in international markets, and the need for constant government protection and subsidies.

This ritual chanting, a rich amalgam of myth and music, serves as a means of integrating individuals into a vertical hierarchy of powers relations between mythic ancestors and human descendants. In Keepers of the Sacred Chants, Jonathan Hill shows how the musical and semantic transformations of everyday discourse in malikai integrate the everyday world into a poetic process of empowerment. He interprets malikai through mythic narratives that explain the cosmos as an ongoing process of musically naming-into-being the species, objects, and activities that define individual humanness and society, and he further shows how semantic and musical meanings are joined to construct each chant and how these chants are manipulated in different contexts. Hill explains how the musical elements of malikai contribute to the success of performance, comparing different genres for which different musical criteria are appropriate. He considers the integration of speech and song through a close analysis of such elements as microtonal pitch rise, rhythm, and timbre, showing how these features are linked to poetic speech and imbued with social power. Hill's penetrating study of malikai is made within the context of Wakuenai history and cosmology and considers influences resulting from contact with the outside world. Because Northern Arawakan-speaking peoples have received less attention than others of the region, his book thus makes a significant contribution to Amazonian ethnography. It is the author's focus on malikai, however, that commends keepers of theSacred Chants to all interested in the multitextured uses of song and story by peoples of the world.
