Book excerpt: Properties can be bought by government agencies, land trusts, or private entities for conservation and preservation purposes, such as farmland preservation, wildlife refuges, other conservation, and cultural and historical preservation. There is variation in the dollars paid per acre across properties and across buyer type. An option value model based on future potential land uses is used to explain much of this variation. The data used in our analysis is sales transactions data for conservation and preservation purposes from throughout the United States. We find that much of the value of conservation properties is derived from future potential land uses, including housing, timber, recreation, and conservation. We confirm that public versus private buyers value options differently, which makes sense from a public good point of view, if markets are thin.

Available in PDF, EPUB and Kindle. Book excerpt: In many American cities, middle and upper income people are moving into neighborhoods that had previously suffered disinvestment and decay. The new residents renovate housing, stimulate business, and contribute to the tax base. These benefits of neighborhood revitalization are, in some cases, achieved at a potentially serious cost: the displacement of existing neighborhood residents by eviction, condominium conversion, or as a result of rent increases. Revitalizing America’s Cities investigates the reasons why the affluent move into revitalizing inner-city neighborhoods and the ways in which the new residents benefit the city. It also examines the resulting displaced households. Data are presented on displacement in nine revitalizing neighborhoods of five cities — the most comprehensive survey of displaced households conducted to date. The study reveals characteristics of displaced households and hardships encountered as a result of being forced from their homes. Also featured is an examination of federal, state, and local policies toward neighborhood reinvestment and displacement, including various alternative approaches for dealing with this issue.

Available in PDF, EPUB and Kindle. Book excerpt: In this report, the Law Commission make recommendations for the introduction of a new statutory scheme of conservation covenants in England and Wales. The recommendations to introduce such a scheme would create a new legal tool, enabling landowners to protect land in order to conserve and restore our natural and built environment. Conservation covenants would allow landowners voluntarily to create binding obligations on their own land to meet a conservation objective, such as preserving woodland, cultivating a particular species of plant or protecting a habitat for an animal, or farming land in a certain way. The proposed statutory scheme would give individual landowners the opportunity, using private agreements, to contribute to conservation efforts being made across England and Wales. The scheme will create a versatile, simple and cost-effective legal tool capable of: unlocking currently missed conservation opportunities by overcoming the legal difficulties faced when creating binding obligations; facilitating better ways to deliver existing conservation objectives; and providing assurance of long-term conservation benefits. The report includes a draft Conservation Covenants Bill, which would introduce the conservation covenant scheme into the law of England and Wales.

Available in PDF, EPUB and Kindle. Book excerpt: As external forces increase the demand for land conversion, communities are increasingly open to policies that encourage conservation of farm and forest lands. This interest in conservation notwithstanding, the consequences of land-use policy and the drivers of land conversions are often unclear. One of the first books to deal exclusively with the economics of rural-urban sprawl, Economics and Contemporary Land-Use Policy explores the causes and consequences of rapidly accelerating land conversions in urban-fringe areas, as well as implications for effective policy responses. This book emphasizes the critical role of both spatial and economic-ecological interactions in contemporary land use, and the importance of a practical, policy-oriented perspective. Chapters illustrate an interaction of conceptual, theoretical, and empirical approaches to land-use policy and highlight advances in policy-oriented economics associated with the conservation and development of urban-fringe land. Issues addressed include (1) the appropriate role of economics in land-use policy, (2) forecasting and management of land conversion, (3) interactions among land use, property values, and local taxes, and (4) relationships among rural amenities, rural character, and urban-fringe land-use policy. Economics and Contemporary Land-Use Policy is a timely and relevant contribution to the land-use policy debate and will prove an essential reference for policymakers at the local, state, and federal levels. It will also be of interest to students, academics, and anyone with an interest in the practical application of economics to land-use issues.
