Book excerpt: Within the field of management of natural resources, this book focuses on the various approaches of policy formulation and implementation. The question central to this book is how to co-operate with people, the various categories of residents as well as non-residents, in the rural areas: in a top-down, a participatory or a contractual (co-management) way. On the basis of a comparative analysis of 12 case studies in the book, these three approaches are thoroughly discussed and their internal and external constraints examined. The book starts with an editorial chapter, discussing the recent administrative and political developments in Africa as well as the new opportunities, which they offer for policies in the field of environment, and development. The question is brought up whether the recent processes of decentralization, democratization, and empowerment of local organizations have indeed created new opportunities or that they have only superficially changed the political culture of the countries concerned. In the concluding chapter of the book, the approaches are contrasted to each other as logical models, each with its own potentiality and limitations. Conclusions are formulated why the top down approach must result in improvization to escape from failure, and why the participatory approach risks to end up into a mixed balance. Special attention is given to the conditions and the prospects for the contractual or co-management approach, which has been introduced into Africa only recently. Under certain conditions, this approach seems rather promising.

Book excerpt: This study on Kapsiki-Higi tales compares two corpuses of stories collected over two generations. In this oral setting, folktales appear much more dynamic than usually assumed, depending on genre, performance and the memory characteristics of the tales themselves. In northeastern Nigeria the author collected these tales twice with a time gap of two generations, in order to assess the dynamics of this oral transmission. The comparison between the two corpuses shows that folktales are a much more dynamic cultural system than is usually thought. These dynamics affect some types of tales more than others, reflect social change and intergroup contact, but also depend on characteristics of the tales themselves. Cognitive approaches of memory shed light on these varieties of transmission, as do performance aspects in tale telling, in particular ideophones.

These twenty-one animal tales from the Colombian Caribbean coast represent a sampling of the traditional stories that are told during all-night funerary wakes. The tales are told in the semi-sacred space of the patio (backyard) of homes as part of the funerary ritual that includes other aesthetic and expressive practices such as jokes, song games, board games, and prayer. In this volume these stories are situated within their performance contexts and represent a highly ritualized corpus of oral knowledge that for centuries has been preserved and cultivated by African-descendant populations in the Americas. Ethnomusicologist George List collected these tales throughout his decades-long fieldwork among the rural costeños, a chiefly African-descendent population, in the mid-twentieth century and, with the help of a research team, transcribed and translated them into English before his death in 2008. In this volume, John Holmes McDowell and Juan Sebastián Rojas E. have worked to bring this previously unpublished manuscript to light, providing commentary on the transcriptions and translations, additional cultural context through a new introduction, and further typological and cultural analysis by Hasan M. El-Shamy. Supplementing the transcribed and translated texts are links to the original Spanish recordings of the stories, allowing readers to follow along and experience the traditional telling of the tales for themselves.
