Book excerpt: The Bulk Collection of Signals Intelligence: Technical Options study is a result of an activity called for in Presidential Policy Directive 28 (PPD-28), issued by President Obama in January 2014, to evaluate U.S. signals intelligence practices. The directive instructed the Office of the Director of National Intelligence (ODNI) to produce a report within one year "assessing the feasibility of creating software that would allow the intelligence community more easily to conduct targeted information acquisition rather than bulk collection." ODNI asked the National Research Council (NRC) -- the operating arm of the National Academy of Sciences and National Academy of Engineering -- to conduct a study, which began in June 2014, to assist in preparing a response to the President. Over the ensuing months, a committee of experts appointed by the Research Council produced the report.

Available in PDF, EPUB and Kindle. Book excerpt: This volume examines the ethical issues that arise as a result of national security intelligence collection and analysis. Powerful new technologies enable the collection, communication and analysis of national security data on an unprecedented scale. Data collection now plays a central role in intelligence practice, yet this development raises a host of ethical and national security problems, such as privacy; autonomy; threats to national security and democracy by foreign states; and accountability for liberal democracies. This volume provides a comprehensive set of in-depth ethical analyses of these problems by combining contributions from both ethics scholars and intelligence practitioners. It provides the reader with a practical understanding of relevant operations, the issues that they raise and analysis of how responses to these issues can be informed by a commitment to liberal democratic values. This combination of perspectives is crucial in providing an informed appreciation of ethical challenges that is also grounded in the realities of the practice of intelligence. This book will be of great interest to all students of intelligence studies, ethics, security studies, foreign policy and international relations. Available in PDF, EPUB and Kindle. Book excerpt: Recent revelations, by Edward Snowden and others, of the vast network of government spying enabled by modern technology have raised major concerns both in the European Union and the United States on how to protect privacy in the face of increasing governmental surveillance. This book brings together some of the leading experts in the fields of constitutional law, criminal law and human rights from the US and the EU to examine the protection of privacy in the digital era, as well as the challenges that counter-terrorism cooperation between governments pose to human rights. It examines the state of privacy protections on both sides of the Atlantic, the best mechanisms for preserving privacy, and whether the EU and the US should develop joint transnational mechanisms to protect privacy on a reciprocal basis. As technology enables governments to know more and more about their citizens, and about the citizens of other nations, this volume offers critical perspectives on how best to respond to one of the most challenging developments of the twenty-first century.

Available in PDF, EPUB and Kindle. Book excerpt: US intelligence agencies - the eponymous American spies - are exceedingly aggressive, pushing and sometimes bursting through the technological, legal and political boundaries of lawful surveillance. Written for a general audience by a surveillance law expert, this book educates readers about how the reality of modern surveillance differs from popular understanding. Weaving the history of American surveillance - from J. Edgar Hoover through the tragedy of September 11th to the fusion centers and mosque infiltrators of today - the book shows that mass surveillance and democracy are fundamentally incompatible. Granick shows how surveillance law has fallen behind while surveillance technology has given American spies vast new powers. She skillfully guides the reader through proposals for reining in massive surveillance with the ultimate goal of surveillance reform.

Available in PDF, EPUB and Kindle. Book excerpt: Terrorist use of the Internet has become a focus of media, policy, and scholarly attention in recent years. Terrorists use the Internet in a variety of ways, the most important being for propaganda purposes and operations-related content, but it is also potentially a means or target of attack. This book presents revised versions of a selection of papers delivered at the NATO Advanced Research Workshop (ARW) on ‘Terrorists’ Use of the Internet’ held in Dublin, Ireland in June 2016. One aim of the workshop was to nurture dialogue between members of the academic, policy and practitioner communities, so the 60 delegates from 13 countries who attended the workshop included representatives from each of these. The participants encompassed a wide range of expertise (including engineering, computer science, law, criminology, political science, international relations, history, and linguistics) and the chapters contained herein reflect these diverse professional and disciplinary backgrounds. The workshop also aimed to address the convergence of threats. Following an introduction which provides an overview of the various ways in which terrorists use the Internet, the book’s remaining 25 chapters are grouped into 5 sections on cyber terrorism and critical infrastructure protection; cyber-enabled terrorist financing; jihadi online propaganda; online counterterrorism; and innovative approaches and responses. The book will be of interest to all those who need to maintain an awareness of the ways in which terrorists use the Internet and require an insight into how the threats posed by this use can be countered.

It has been adopted for classroom use at most American law schools, all of the military academies, and many non-law graduate programs. The Seventh Edition of this leading casebook provides an up-to-date, user-friendly survey of this extremely dynamic field. This book looks at the waste management apparatus of the city of Indore, India, to see how the city overhauled its waste management practices and strategies to become one of the cleanest cities in the country. The volume highlights the challenges that the city faced and its use of innovative business models, technology, and infrastructure as well as instituting sweeping policy and process changes to bring change. It examines the city’s successful efforts to bring informal waste management systems to the mainstream and other interventions to close the gaps between government institutions, sanitation workers, and the general public. It further throws light on the use of technological interventions that the city government adopted for streamlining waste management and developing a sustainable business model for waste and emission reduction leading to achieve carbon credits and net zero goals. This book will be of interest to students, teachers, and researchers of urban planning and management, urban sociology, urban geography, waste management, and environmental studies. It will also be useful to policymakers and professionals working in the field of city management planning and governance.

Available in PDF, EPUB and Kindle. Book excerpt: Safeguarding Our Privacy and Our Values in an Age of Mass Surveillance America’s mass surveillance programs, once secret, can no longer be ignored. While Edward Snowden began the process in 2013 with his leaks of top secret documents, the Obama administration’s own reforms have also helped bring the National Security Agency and its programs of signals intelligence collection out of the shadows. The real question is: What should we do about mass surveillance? Timothy Edgar, a long-time civil liberties activist who worked inside the intelligence community for six years during the Bush and Obama administrations, believes that the NSA’s programs are profound threat to the privacy of everyone in the world. At the same time, he argues that mass surveillance programs can be made consistent with democratic values, if we make the hard choices needed to bring transparency, accountability, privacy, and human rights protections into complex programs of intelligence collection. Although the NSA and other agencies already comply with rules intended to prevent them from spying on Americans, Edgar argues that the rules—most of which date from the 1970s—are inadequate for this century. Reforms adopted during the Obama administration are a good first step but, in his view, do not go nearly far enough. Edgar argues that our communications today—and the national security threats we face—are both global and digital. In the twenty first century, the only way to protect our privacy as Americans is to do a better job of protecting everyone’s privacy. Beyond Surveillance: Privacy, Mass Surveillance, and the Struggle to Reform the NSA explains both why and how we can do this, without sacrificing the vital intelligence capabilities we need to keep ourselves and our allies safe. If we do, we set a positive example for other nations that must confront challenges like terrorism while preserving human rights. The United States already leads the world in mass surveillance. It can lead the world in mass surveillance reform.
