It assesses the carbon footprint of buildings as well as 11 other environmental performance metrics, and integrates economic performance metrics to yield science-based measures of the business case for investment choices in high-performance green buildings. Building Industry Reporting and Design for Sustainability (BIRDS) applies the sustainability measurement system to an extensive whole-building performance database NIST has compiled for this purpose. Based on the NIST Net-Zero Energy Residential Test Facility (NZERTF), the BIRDS Low-Energy Residential Incremental Energy Efficiency Improvements Database includes energy, environmental, and cost measurements for 960 000 design variations of the NZERTF for Gaithersburg, MD for study periods ranging from 1 year to 30 years. Focusing on a single location allows for the consideration of incremental building energy efficiency measures, both those specified in the most recent International Energy Conservation Code (IECC) and those implemented in the NZERTF. Buildings designed to meet current energy codes can be compared to alternative building designs to determine the impacts of improving building energy efficiency on overall sustainability performance. This report describes the latest version of BIRDS (v4.0) including new options, namely natural gas-fired space and water heater equipment.

In addition to the expansion of the BIRDS low-energy residential database, the BIRDS interface includes extended results graphing capabilities.

Book excerpt: The recent release of Building Industry Reporting and Design for Sustainability (BIRDS) v3.0 incorporated the energy, environmental, and cost measurements for 240 000 residential building designs for a 2-story colonial house based on the NIST Net-Zero Energy Residential Test Facility (NZERTF) located in Gaithersburg, MD for study period lengths ranging from 1 year to 40 years. Focusing on a single location allows for consideration of incremental building energy efficiency improvements instead of the suite of energy efficiency requirements specified in the International Energy Conservation Code (IECC) as was the focus of the residential database incorporated in BIRDS v2.0. Building design specifications included in the database span the five most recent IECC editions through net-zero energy performance. Additional options not included in previous versions of BIRDS are input alternatives for discount rate, home loan financing, and construction quality for a total of 8 cases. The 240 000 designs across 8 cases (sets of assumptions) and 40 study periods allows for comparisons across over 75 million records to determine the effects of improving building energy efficiency on the overall sustainability performance. The purpose of this study is to utilize similar methodology as that used in prior analysis of BIRDS databases to analyze the BIRDS low-energy residential database. Our analysis will entail making comparisons between a Maryland residential code-compliant design (based on 2015 IECC), serving as our baseline, and a series of alternative designs with varying levels of energy efficiency based on energy, economic, and environmental performance. Findings from this study will shed light on the effects of incremental improvements in residential building energy efficiency, as well as the effects of varying the investor s time horizon and other assumptions, on overall sustainability performance in terms of energy efficiency, life-cycle assessment score coupled with life-cycle cost considerations.

The BIRDS framework has been leveraged to assist building architects and designers to evaluate the sustainability performance of custom building designs through the development of BIRDS NEST (Neutral Environment Software Tool), an application programming interface (API) that allows other software tools to submit building characteristics and performance information (in a standardized format) to develop sustainability performance metrics for a customized building design. The beta version of BIRDS NEST is focused on performing a life-cycle environmental impact assessment (LCIA) based on 12 impact categories for single-family residential buildings. The BIRDS NEST has been designed to interact with NREL's OpenStudio (OS), an open-source, cross-platform collection of software tools that supports whole building energy modeling using EnergyPlus. In collaboration with NREL's OS Team, an OS Measure has been developed to successfully send and receive information to and from BIRDS NEST, allowing OS users to develop LCIA estimates for OS building models without leaving the OS application. This technical manual describes BIRDS and its LCA and LCIA methodology and data, development of BIRDS NEST and the associated OS Measure, and BIRDS NEST's limitations, planned release, and the development of its future capabilities.

Book excerpt: Urbanization and growing wealth in developing countries portend a large increase of demand for modern energy services in residential, commercial and public-service buildings in the coming decades. Pursuing energy efficiency in buildings is vital to energy security in developing countries and is identified by the Intergovernment Panel on Climate Change as having the greatest potential for cost-effective reduction of CO2 emissions by 2030 among all energy-consuming sectors. Building energy efficiency codes (BEECs), along with energy efficiency standards for major appliances and equipment, are broadly recognized as a necessary government intervention to overcome persistent market barriers to capturing the economic potential of energy efficiency gains in the residential, commercial and public-service sectors. Implementation of BEECs help prevent costly energy wastes over the lifecycles of buildings in space heating, air conditioning, lighting, and other energy service requirements. Nonetheless, achieving the full potential of energy savings afforded by more energy-efficient buildings requires holding people who live or work in buildings accountable for the cost of energy services. Compliance enforcement has been the biggest challenge to implementing BEECs. This report summarizes the findings of an extensive literature survey of the experiences of implementing BEECs in developed countries, as well as those from case studies of China, Egypt, India, and Mexico. It also serves as a primer on the basic features and contents of BEECs and the commonly adopted compliance and enforcement approaches. This report highlights the key challenges to improving compliance enforcement in developing countries, including government commitment to energy efficiency, the effectiveness of government oversight of the construction sector, the compliance capacity of building supply chain, and financing constraints. The report notes that the process of transforming a country s building supply chain toward delivering increasingly more energy-efficient buildings takes time and requires persistent government intervention through uniformly enforced and regularly updated BEECs. The report recommends increased international support in strengthening the enforcement infrastructure for BEECs in middle-income developing countries. For low- and lower-middle-income countries, there is an urgent need to assist in improving the effectiveness of government oversight system for building construction, laying the foundation for the system to also cover BEECs.
