The researcher explored building level adminstrators' perceptions of district level processes for hiring teachers, factors that influence the hiring process, and the most desirable characteristics in teaching candidates. This study was conducted among ten public school districts situated in the South-Central region of the Commonwealth of Pennsylvania. The participant pool included twenty building level administrators with experience in the teacher hiring process. Results of this study suggested that there are discrepant variatons relative to participating school districts' protocal for hiring teachers. Study data also suggested additional implications related to building level administrators' varied considerations of multiple factors including teacher candidate characteristics during the hiring process.

The themes that emerged in the research study, when considered within the context of prior research related to increased student achievement from hiring higher quality teachers through the utilization of a hiring process, supported the administrators' perceptions.

Book excerpt: The purpose of this study was to examine administrator perceptions of the criteria and readiness required of pre-service elementary teachers. The study examined what administrators looked for during the interview process and the impact candidates' knowledge of district initiatives had on their ability to get hired. Twenty elementary building administrators from 12 districts in south-central Pennsylvania participated in the study. A researcher-designed online survey with multiple-choice items, Likert-scale statements, and open-ended questions was utilized to collect information. In addition, nine interviews were used to triangulate the data. The results of the study indicated that the participants supported the district processes that they used and also their own belief systems when hiring for their individual schools. The elementary building administrators indicated that they followed certain criteria to make hiring decisions, were able to come to a consensus quickly as interview teams, and did not use "gut instinct" as a driving force to make their hiring decisions. Overall, participants demonstrated that there was not one characteristic they used to hire teachers, but there was alignment in key attributes such as being a team player, the idea of a constant learner, and the love of children. The data showed that district initiatives had an impact on hiring decisions, but that candidates would not be eliminated from the hiring process if they were not experts in these areas. Another key finding was that when districts gave an opportunity to teach a demonstration lesson, this lesson was crucial in hiring decisions. Participants verbalized that candidates whom were able to speak to their experiences and connect them to the questions being asked during interviews were more likely to get hired and this was the area that pre-service teachers needed the most support when coming for interviews.

This study was conducted in two rural school districts in south-central Pennsylvania. The participants included 35 general education teachers, 10 special education teachers, and 7 building administrators who completed a survey containing Likert-style statements, multiple choice questions, and open-ended questions. At the conclusion of the survey, three general education teachers, two special education teachers, and five building administrators volunteered for a phone interview. The results of the study indicated that general education teachers understood the social benefits but not the academic benefits of the inclusion model. General education teachers also showed a desire to increase common planning time and collaboration with special education teachers. Special education teachers and building administrators indicated an understanding and support of inclusion, but building administrators lacked the understanding of the perceptions of the general education teachers with the inclusion model. Results also indicated general education teachers' concern regarding the lack of professional development offered pertaining to special education practices. Both groups of teachers expressed working with special education teachers and observations of colleagues' classrooms as preferred methods of professional development to increase knowledge of inclusion practices.

Included was a focus on selecting effective teachers per new criteria. Information about teacher selection and assignment systems as related to teacher retention is beneficial to school district leadership as they prepare for the new federal expectations. This study extends previous research by Liu and Johnson (2006) that examined the experiences of newly hired teachers and introduced the construct of an information-rich hiring process, in which a district hiring process provides both the teacher applicant and district employer with sufficient interaction and adequate information-exchange to make informed decisions leading to a position fit of teacher to teaching position and campus. In addition to the use of an information-rich hiring process as a hypothetical construct, other theories incorporated in this research include: realistic job preview theory; human resource management theory; person-job-fit, person-organization-fit, and person-group-fit theories; and two-sided matching theory. The problem addressed in this study: The selection and assignment of teachers is often done in complex systems leading to poor matches that culminate in job dissatisfaction and teachers' intentions to leave the classroom. The purpose of this study was to examine how newly hired teachers perceived their hiring experience and their fit with their campus and classroom assignments in order to determine if these perceptions predicted their intentions to remain in the classroom. This study used a nonexperimental approach with an ex-post facto design and a quantitative methodology to examine associations between variables. Participants in the study included 1,430 newly hired teachers at 92 campuses located across 13 Texas school districts who were administered an electronic survey instrument.

(c) How, if at all, are teacher portfolios being used by principals in deciding whom to hire?This was a case study using qualitative research procedures. The study was situated in the hiring policies and practices of Central City School District from 1995 to 1999. Semi-structured interviews of 18 k-12 principals and 4 key informants were primary means of data gathering. Document analyses supplemented interview data.Interview portfolios typically consisted of lesson plans; photographs of projects, activities, and teacher-student interactions; and supporting examples of classroom practice. Statements of educational philosophy, credentials, letters of reference, transcripts, and other background information were also included.Most principals viewed portfolios as a way for candidates to express their educational beliefs, illustrate skills and methods, and supplement the interview with examples from applicants' experience. Principals expressed a desire for more evidence of having used the portfolio development process as a means of reflection and introspection.Overall, interview portfolios were not key contributors to principals' hiring decisions. The reasons for this varied. Some principals mentioned time constraints during interviews. Others expressed skepticism that portfolios provided meaningful evidence of candidates' teaching ability and people skills. Propositions and implications for future research center on portfolio format and assessment criteria, authenticity and self-knowledge, selection interview procedures, teacher preparation, teacher recruitment and hiring, and information management in Central City School District. Perhaps one of the most valuable benefits of the portfolio process lies in the development of a new norm for the profession: placing discussion and debate about what constitutes "good teaching" into a public forum.

Teachers from school divisions in the United States have searched to find or create an educational process to meet the government's high-stakes demands with each new mandate or act. These mandates created an environment in the educational realm where change was inevitable. School divisions had to choose the curriculum programs wisely, especially those in more rural parts of the country, as high-quality teachers were difficult to find, hire, and retain. One rural school division in Virginia created an instructional program, CIP, to help even the least experienced or most ineffective teachers to be successful. There was minimal literature related to the implementation of instructional programs and the perceptions by administrators of the programs, such as the CIP, and its influence on teachers’ instructional practices, students’ engagement, and learning. The purpose of this qualitative study was to explore rural southwest Virginia elementary school administrators' perceptions of how the CIP influenced instructional practices, students' learning, and engagement in classes using the CIP and in those not using the CIP. I collected data via online questionnaires from 23 administrator participants. Administrators perceived the CIP to be successful; however, they indicated there was more to student learning and engagement than an instructional program. Administrators in this study suggested other facets, such as student/teacher relationships, student/teacher interactions, learning environments, teachers’ experience, teacher and student enthusiasm, and motivation to teach or learn combined to help make any instructional program successful. The instructional program alone did not influence academic success.

The study sought to determine which factors influence administrators to encourage the implementation of culturally responsive teaching practices. This study also explored administrators' perceptions of the effectiveness of culturally responsive teaching practices in their school districts. Forty-five administrators from two suburban Pennsylvania school districts responded to questions through an online survey. Fourteen of the forty-five subjects were randomly selected and agreed to participate in the interview portion of the study. Results indicated that culturally responsive teaching practices were perceived as being effective in positively impacting the achievement gap. Numerous factors have influenced administrators to encourage their teachers to use culturally responsive teaching practices; however, results of the study suggest that a shift in teacher receptivity to this endeavor is necessary for effective implementation of culturally responsive teaching.

A potential teacher's academic background, preparation for teaching, certification status, and previous experience are all important quality indicators. Beyond these indicators, successful teachers need to clearly understand and be willing to address the challenges of the 21st century learner. This study examined the recruitment and hiring processes at a new elementary school. Using a single case study method, the researcher documented the actions of one school leader at a charter elementary school. First, the researcher examined how the school leader's vision for student learning was mirrored in the methodology used to recruit, interview, select and hire teachers. Second, the researcher analyzed the perceptions and reflections of the teachers and the director about the recruitment and hiring process. The researcher gathered the data by conducting individual interviews with the school's director and six newly hired teachers who participated in a highly interactive selection process. Four additional new teachers who were already known to the principal were interviewed in a focus group. The researcher also examined web based and archival materials. The findings indicate that the director made specific decisions to create an interactive and information-rich experience designed to assess 21st century skills. The second finding exposed the reciprocal nature of the hiring process, and the third finding raised the question as to whether or not the recruitment and hiring process clearly communicated the director's vision for the school. There are three recommendations for district practices based on this case study. The first suggests that districts focus on professional development opportunities for school leaders to help them clearly define and articulate 21st century skills. The second is the need for a shift away from the current curricular focus on low-level standards and minimum competencies. The third is to maximize a teacher recruitment and hiring process to discern the skills and habits of teachers most likely to create robust 21st century learning environments. Many areas for future research emerged from this case study. The most important would be a study to determine if the teachers hired did in fact positively impact the academic success of the students while implementing a program grounded in 21st century skills. Another important study would be to examine the effect of the hiring process on teacher retention rates. Finally, it would be important to conduct a study to find out if an alternative hiring process like the one used at HTE would be a feasible practice for regular public schools.
