Book excerpt: This is one those rare prefaces in which the author need not attempt to justify, or apologize for, the addition of another book to an already over burdened field. There is certainly no plethora of serious studies on inter national organization in general, and almost none dealing with the administrative aspects of such organization. More precisely, the author is not aware of a single comprehensive treatment of the finances of any international political organization, past or present. Over the years, many former Secretariat members of the League, the United Nations, and their affiliated agencies have come forth with either memoirs or general commentaries on their organizations. And frequently these works have included revealing, but brief, passages dealing with budg etary questions, yet none has dealt with these questions in any detailed or thorough fashion. It is unfortunate that this is so. Not that the fate of the world rides on the United Nations budget, or that matters of peace and war will be determined by the dollars and cents of the Secretary-General's estimates. Yet questions of real importance to many of the world's citizens are decided in the budgetary struggle. Until the policy decisions of the various organs are translated into budget items, there is no visiting mission to encourageTogoland's movement toward eventual self-govern ment, no cease-fire observer in the Middle East, no rehabilitation com mission in South Korea, and no public administration advisor in San tiago.

What is the role of complex principals - most notably member states - and the complex agents in the bureaucracies of international organizations in budgeting processes? And what does a focus on budgeting tell us about the changing nature of the system of international organizations? This book provides answers to these questions through a detailed examination of budgeting in the UN system. The analysis draws on both quantitative and qualitative observations for a total of 22 UN system organizations and detailed case studies for the United Nations, ILO, UNESCO, and WHO. The findings demonstrate the importance of three key organizational outcomes— proceduralization, routinization, and budgetary segmentation - as international organizations grapple with managing discord over priorities as a result of complex principal— agent constellations. Contrary to a common view of international bureaucracies as pathological organizations, core budget routines are mostly successfully maintained. However, principal constellations become more complex, notably through the rise of voluntary contributions and non-state donors; budgetary segmentation advances, in some cases even leading to the setting up of new international organizations; and budgeting and resource mobilization become ever more intertwined. As a consequence, the capacity of international bureaucracies to fulfil their budgeting responsibilities is stretched to the limits and beyond. For more than 60 years, the United States has been the single largest financial contributor to the U.N. system, supplying in recent years 22% of most U.N. agency budgets. Both Congress and the executive branch have sought to promote their policy goals and reform of the United Nations and its system of organizations and programs, especially to improve management and budgeting practices. In the 1990s, Congress linked payment of U.S. financial contributions and its arrears to reform. This report, which will be updated, tracks the process by which Congress provides the funding for U.S. assessed contributions to the regular budgets of the United Nations, its agencies, and U.N. peacekeeping operation accounts, as well for U.S. voluntary contributions to U.N. system programs and funds. It includes information on the President's request and the congressional response, as well as congressional initiatives during this legislative process. Basic information is provided to help the reader understand this process.
