Available in PDF, EPUB and Kindle. Book excerpt: Broadcasting Pluralism and Diversity is a study of the policy and regulatory measures relating to the promotion of media diversity in three jurisdictions: the United Kingdom, the United States, and Australia. A central focus of the book is regulation of media ownership and control, and, taking an historical approach, the book argues that early policy and regulatory decisions continue to have a significant influence on current reforms. Whilst policy and reform debates focus on ownership and control measures, the book also argues that such measures can not be considered in isolation from other regulatory instruments, and that a holistic regulatory approach is required. As such, content regulation and competition regulation are also considered. Underlying the study is the contention that much of the policy informing pluralism and diversity regulation, although making reference to the importance of the media's role in the democratic process, has also been skewed by a futile focus on the different regulatory treatment of the press and broadcasting, which is adversely influencing current policy debates. The book argues that a different approach, using the public sphere concept, needs to be adopted and used as a measure against which regulatory reform in the changing media environment can be assessed.

Book excerpt: Addresses a critical analysis of major media policies in the European Union and Council of Europe at the period of profound changes affecting both media environments and use, as well as the logic of media policy-making and reconfiguration of traditional regulatory models. The analytical problem-related approach seems to better reflect a media policy process as an interrelated part of European integration, formation of European citizenship, and exercise of communication rights within the European communicative space. The question of normative expectations is to be compared in this case with media policy rationales, mechanisms of implementation (transposing rules from EU to national levels), and outcomes.

Book excerpt: Summary: "Plurality has been at the heart of the UKʼs Public Service Broadcasting ecology. Exceptionally high levels of innovation and investment have been delivered by a wide range of different public service broadcasters. But to what extent will that still be sustainable in a fully digital and on-demand world? As Ofcom undertakes its Review of Public Service Broadcasting and the next Communications Act approaches, policy-makers must decide how to recast and update the UKʼs broadcasting system and how much priority to give to sustaining plurality of public service provision. This book brings together a wide variety of perspectives on this critical issue, from producers and broadcasters, academic experts, politicians and policy-makers."--Publisher description.

Available in PDF, EPUB and Kindle. Book excerpt: The book arises from an international research project that explores the future of media pluralism policies for online news. It investigates the latest European policies and techniques for regulatory intervention, and examines the consequences of innovative news practices asking, ‘How will automation of news affect public opinion in the age of social media platforms, and what are the consequences?’ In Media Pluralism and Online News the authors make the argument that there is an urgent need for revitalised thinking for a media policy agenda to deal with the trends to platform power and concentrated media power, which is an ongoing global risk to public interest journalism. In the transition to a media landscape increasingly dominated by broadband internet distribution and the dominance of US-centric new media behemoths Google, Facebook, Apple, Amazon and Netflix the book investigates measures that can be taken to reduce this ongoing march of concentration and the attenuation of media voices. Securing the public interest in a vibrant and sustainable news media sector will require that merger decisions assess whether there is a ‘reduction in diversity’ -- calling for a new public interest test and a more expansive policy focus than in the past. This would include consideration of the sustainability of local businesses; the encouragement of original and local news content; quality of content, in terms of the promotion of news standards; and new modes of delivery and consumption, including the ‘automated curation’ of news content by digital platforms.

Available in PDF, EPUB and Kindle. Book excerpt: Ugandas broadcast media landscape has witnessed tremendous growth in recent years. While the public broadcaster remains the dominant national player in terms of reach in both radio and television, commercial broadcasters have introduced a substantial level of diversity in the industry. Public broadcasting faces serious competition from the numerous private and independent broadcasters, especially in and around the capital Kampala and major urban centres. In fact, the private/commercial sector clearly dominates the industry in most respects, notably productivity and profitability. The public broadcaster, which enjoys wider geographical coverage, faces the challenge of trying to fulfil a broad mandate with little funding. This makes it difficult for UBC to compete with the more nimble operators in the commercial/private sector. Overall, there appears to be a healthy degree of pluralism and diversity in terms of ownership.

Available in PDF, EPUB and Kindle. Book excerpt: The digital media environment is characterized by an abundance and diversity of content, a multiplicity of platforms, new modes of content production, distribution and access, and changed patterns of consumer and business behaviour. This has challenged the traditional model of public service broadcasting (PSB) in diverse ways. This book explores whether and how PSB should adapt to reflect the conditions of the digital media space so that it can effectively and efficiently continue to serve its public mandate. Drawing on literature on media governance in media and communication science, public international law as well as discussions on cyberlaw, Mira Burri maps and critically analyses existing policy and scholarly debates on PSB transformation. She challenges some of conventional rationales for reform, identifies new ones, as well as exposes the limitations placed upon existing and future policy solutions by global media governance arrangements, especially in the fields of trade, copyright and Internet governance. The book goes on to advance a future-oriented model of Public Service Media, which is capable of matching an environment of technological and of governance complexity. As a work that explores how public interest objectives can be pursued efficiently and sustainably in the digital media ecology, this book will be of great interest and use to students and researchers in media law, information technology law, and broadcast media studies, as well as to policy-makers.

Available in PDF, EPUB and Kindle. Book excerpt: This book considers the significance of informed publics from the perspective of international law. It does so by analysing international media law frameworks and the 'mediatization' of international law in institutional settings. This approach exposes the complexity of the interrelationship between international law and the media, but also points to the dangers involved in international law's associated and increasing reliance upon the mediated techniques of communicative capitalism – such as publicity – premised upon an informed international public whose existence many now question. The book explores the ways in which traditional regulatory and analytical categories are increasingly challenged - revealed as inadequate or bypassed - but also assesses their resilience and future utility in light of significant technological change and concerns about fake news, the rise of big data and algorithmic accountability. Furthermore, it contends that analysing the imbrication of media and international law in the current digital transition is necessary to understand the nature of the problems a system such as international law faces without sufficiently informed publics. The book argues that international law depends on informed global publics to function and to address the complex global problems which we face. This draws into view the role media plays in relation to international law, but also the role of international law in regulating the media, and reveals the communicative character of international law.
