Book excerpt: Many accounts of British development since 1945 have attempted to discover why Britain experienced slower rates of economic growth than other Western European countries. In many cases, the explanation for this phenomenon has been attributed to the high level of defence spending that successive British post-war governments adhered to. Yet is it fair to assume that Britain's relative economic decline could have been prevented if policy makers had not spent so much on defence? Examining aspects of the political economy and economic impact of British defence expenditure in the period of the first cold war (1945-1955), this book challenges these widespread assumptions, looking in detail at the link between defence spending and economic decline. In contrast to earlier studies, Till Geiger not only analyses the British effort within the framework of Anglo-American relations, but also places it within the wider context of European integration. By reconsidering the previously accepted explanation of the economic impact of the British defence effort during the immediate post-war period, this book convincingly suggests that British foreign policy-makers retained a large defence budget to offset a sense of increased national vulnerability, brought about by a reduction in Britain's economic strength due to her war effort. Furthermore, it is shown that although this level of military spending may have slightly hampered post-war recovery, it was not in itself responsible for the decline of the British economy.

Britain Faces Europe is the first book to examine both the development of British policy and the evolution of attitudes in the British private sector toward European integration between 1957 and 1967. Drawing on public documents and interviews, the author traces the movement of British policy toward a more European out­look. Investigating publications of interest groups such as the National Farmers Union, the Trades Union Congress, the Confederation of British Industry, and such Europe-­oriented groups as Federal Union and the United Kingdom Council for Europe, the author traces the development of support for Common Market membership in the private sector. Developing attitudes in representative British newspapers and journals and those of parliamentary parties art described. Publications and statements of "anti-European organizations and public opinion polls are also examined. Important elements of the study for all students and observers of world affairs are its examination of British expectations from European integration and its assessment of the British Common Market case from propositions about integration drawn from theoretically-oriented literature. The book is an innovation in approach in that other studies have focused almost exclusively on descriptions of official policy without major reference to either the private sector or theories of integration at the international level.

This period has seen the negotiated reduction of both tariffs and nontariff barriers among developed countries, which allowed for the rapid expansion of trade flows, a driving force of economic globalization. In Protection for Exporters, Andreas Dür provides a novel explanation for this phenomenon that stresses the role of societal interests in shaping trade politics. He argues that exporters lobby more in reaction to losses of foreign market access than in pursuit of opportunities, thus providing a rationale for periods of acceleration and slowdown in the pace of liberalization. Dür also presents hypotheses about the form in which protection for exporters is provided (preferential or nonpreferential) and the balance of concessions that is exchanged in trade negotiations. Protection for Exporters includes case studies of major developments in international trade relations, such as the passage of the Reciprocal Trade Agreements Act in the 1930s, the creation of the General Agreement on Tariffs and Trade in the 1940s, the Kennedy Round in the 1960s, the debate over Fortress Europe in the 1980s, and U.S.-European competition over access to emerging markets in the early 2000s. Dür's rigorous argument and systematic empirical analyses not only explain transatlantic trade relations but also allow for a better understanding of the dynamics of international economic relations.
