Taking a comparative perspective, it reflects on the experience of France, Germany, Austria, Russia, Britain, Italy and Russia, and points to significant similarities and differences. Available in PDF, EPUB and Kindle. Book excerpt: Over recent decades, the responsibility for the past actions of the European colonial powers in relation to their former colonies has been subject to a lively debate. In this book, the question of the responsibility under international law of former colonial States is addressed. Such a legal responsibility would presuppose the violation of the international law that was applicable at the time of colonization. In the ‘Scramble for Africa’ during the Age of New Imperialism (1870-1914), European States and non-State actors mainly used cession and protectorate treaties to acquire territorial sovereignty (imperium) and property rights over land (dominium). The question is raised whether Europeans did or did not on a systematic scale breach these treaties in the context of the acquisition of territory and the expansion of empire, mainly through extending sovereignty rights and, subsequently, intervening in the internal affairs of African political entities.

Book excerpt: This study was begun in 1937 with the help of a research grant from the Social Science Research Council and a semester's sabbatical from the University of Kentucky. It was interrupted by the pressure of events, governmental service during the war and the flood of students following it. A Fulbright lectureship at Leiden University during 1957-58 finally gave me the oppor tunity to bring it to completion. I am deeply indebted to the Social Science Research Council and wish to express my appreci ation for its aid. I wish also to express my gratitude to the Uni versity of Kentucky for the semester's sabbatical in 1937-38 and the year's sabbatical in 1957-58. Without this generous aid the study could not have been made. I wish to thank the personnel of the Royal Library, the Peace Palace Library and the library of the States-General, all at The Hague, and of Leiden University library for their never failing courtesy and unwearied assistance. I am also indebted to a number of persons in the Netherlands Ministry of Foreign Affairs, chiefly in the archives division. That their help was not more extensive was not due to unwillingness on their part to be of service. To the University of California Press I am indebted for per mitting me to draw heavily on a chapter of my book, The Dutch East Indies, which was published by it but is now out of print.

Available in PDF, EPUB and Kindle. Book excerpt: Wheat is the world's most important agricultural commodity. In Europe, where wheat is the main staple, bread wheat (Triticum aestivum) covers the majority of land on which wheat is cropped. Wheat breeders and technologists have contributed greatly to the continued success of bread wheat and its products. The `bread-making quality' of a wheat variety can be described in relation to the processing its kernels must undergo to make a good bread. Bread wheat kernels must be suitable for proper milling into a flour that can produce a dough capable of becoming fine bread. The type of bread varies depending on local bread-making practices. Part I of this book contains a study of the anatomy and chemical composition of wheat kernels, and of the fundamental difference between `soft' and `hard' kernelled varieties. It relates these characteristics to the processes of milling, dough-making and manufacturing of bread, and to biscuit and pasta making. The genetic basis for these characteristics is illustrated, and assay methods for characterizing wheat varieties - ranging from Saunders' chewing test to the most recent developments in glutenin and gliadin research - are evaluated. Part II briefly describes - country by country - how bread-making quality has been integrated into wheat-breeding programmes throughout Europe, and how breeders have attempted to resolve the conflict between yield and quality. It describes how quality wheats `travelled' around the world - from their endogenic source in Eastern Europe to North America, and back again to Europe. This explains how specific genetic material can appear in the pedigrees of varieties grown in a wide range of agro-ecological zones. In addition to giving an interesting historical survey, the book points the way forward for breeders' efforts in the future. Bread-Making Quality updates and interprets knowledge in a way that makes it particularly accessible for food technologists, breeders, students, and teachers.

Available in PDF, EPUB and Kindle. Book excerpt: The versatile painter, poet, courtier and European traveller Samuel van Hoogstraten (1627-1678), one of Rembrandt's pupils, has received much scholarly attention in the last two decades. Whereas older historians allotted him a marginal role as a minor figure in his master's studio, he is now recognized for his central position in the world of art and letters in the Dutch Golden Age. This new evaluation is mainly due to careful studies of his treatise on painting, 'Inleyding tot de Hooge Schoole der Schilderkonst' (Introduction to the Academy of Painting, 1678). His book has been mined for unique insights not only into Rembrandt's working methods but also into profounder problems relative to Dutch art and culture, such as pictorial realism, imitation and illusion, the rise of landscape and still life and the status of the 'learned artist'.

Book excerpt: This book seeks to explore the history of descriptive geometry in relation to its circulation in the 19th century, which had been favoured by the transfers of the model of the École Polytechnique to other countries. The book also covers the diffusion of its teaching from higher instruction to technical and secondary teaching. In relation to that, there is analysis of the role of the institution – similar but definitely not identical in the different countries – in the field under consideration. The book contains chapters focused on different countries, areas, and institutions, written by specialists of the history of the field. Insights on descriptive geometry are provided in the context of the mathematical aspect, the aspect of teaching in particular to non-mathematicians, and the institutions themselves.

Available in PDF, EPUB and Kindle. Book excerpt: The political history of Belgium is a fascinating story that should not be kept from speakers of English in Belgium and abroad. From an international point of view, Belgium has been a trendsetter in many ways. It was the first country on the European continent to experience a quick process of industrialisation, with the development of the first liberal state following closely behind. More than elsewhere, liberalism reigned supreme in the 19th century, and as a result the social question was raised with great vehemence. The World Wars put Belgium in the middle of the fighting twice over; especially after 1945, the country played a prominent international role, first in the foundation of the Atlantic alliance and the European construction, and later in the decolonisation of the Congo. In the meantime, Belgium has developed into one of the countries experiencing the full force of globalisation, and, thanks to Brussels, into one of the preeminent international political centres. Belgium is also a model of pacification democracy. Throughout many conflicts during the 19th and 20th centuries, an enduring compromise grew between Catholics and freethinkers, making Belgium one of the most pluralistic countries in Europe today. The fierce conflict between workers and employers, in its turn, led to a well-functioning model of a consultation and welfare state. Two cultures live together in Belgium. Up until the second half of the past century, the Flemish majority was at an economic, political and cultural disadvantage; during the process of catching up, coinciding with the demise of the Walloon economy, a complex federal model developed, in which cosmopolitan Brussels takes a very special position. This book aims to offer a historical perspective in interpreting the current tensions in Belgian politics based on scientific literature. Political History of Belgium is without doubt the outstanding authoritative reference work about the political history of a country at the centre of the development of Europe. As such, it offers essential background information for politicians, policy makers, civil servants, journalists, researchers, students and anyone with an interest in Belgium and Europe.
