It is considered a landmark in seventeenth-century science, for the way Huygens mathematized the corpuscular nature of light and his probabilistic conception of natural knowledge. This book discusses the development of Huygens' wave theory, reconstructing the winding road that eventually led to Traité de la Lumière. For the first time, the full range of manuscript sources is taken into account. In addition, the development of Huygens' thinking on the nature of light is put in the context of his optics as a whole, which was dominated by his lifelong pursuit of theoretical and practical dioptrics. In so doing, this book offers the first account of the development of Huygens' mathematical analysis of lenses and telescopes and its significance for the origin of the wave theory of light. As Huygens applied his mathematical proficiency to practical issues pertaining to telescopes – including trying to design a perfect telescope by means of mathematical theory – his dioptrics is significant for our understanding of seventeenth-century relations between theory and practice. With this full account of Huygens' optics, this book sheds new light on the history of seventeenth-century optics and the rise of the new mathematical sciences, as well as Huygens' oeuvre as a whole. Students of the history of optics, of early mathematical physics, and the Scientific Revolution, will find this book enlightening.

Book excerpt: The Structures of Practical Knowledge investigates the nature of practical knowledge – why, how, when and by whom it is codified, and once codified, how this knowledge is structured. The inquiry unfolds in a series of fifteen case studies, which range in focus from early modern Italy to eighteenth century China. At the heart of each study is a shared definition of practical knowledge, that is, knowledge needed to obtain a certain outcome, whether that be an artistic or mechanical artifact, a healing practice, or a mathematical result. While the content of practical knowledge is widely variable, this study shows that all practical knowledge is formally equivalent in following a defined workflow, as reflected in a construction procedure, a recipe, or an algorithm. As explored in the volume’s fifteen contributions, there are three levels at which structures of practical knowledge may be understood and examined. At the most immediate level, there are the individual workflows that encompasses practical knowledge itself. Probing further, it is possible to examine the structure of practical knowledge as it is externalized and codified in texts, drawings, and artifacts such as models. Finally, practical knowledge is also related to social structures, which fundamentally determine its dissemination and evolution into new knowledge structures. The social structures of professionals and institutions represent the critical means by which practical knowledge takes form. These actors are the agents of codification, and by means of selection, appropriation, investment, and knowledge development, they determine the formation of new structures of practical knowledge. On a more abstract level, the creation of new knowledge structures is understood as constituting the basis for the further development of scientific knowledge. Rich in subject matter and incisive in the theory it lays out, this volume represents an important contribution to the history of science and epistemology. Individually, the fifteen case studies – encompassing the history of architecture, mining, brewing, glass production, printing, ballistics, mechanics, cartography, cosmology and astronomy – are replete with original research, and offer new insights into the history of science. Taken together, the contributions remodel historical epistemology as a whole, elucidating the underlining knowledge structures that transcend disciplinary boundaries, and that unite practitioners across time and space.

While many historians have sought an answer by investigating the development of parliamentary institutions in emerging national monarchies and the wider autonomy enjoyed by various city-states within their own borders, James D. Tracy concentrates instead on a relatively neglected phenomenon at an intermediate level of political organization—the self-governing province. Focusing on the province of Holland during the reigns of Charles V and Philip II (1506–1566), Tracy argues convincingly that Holland effectively underwent an apprenticeship in self-government. The seven provinces of the Dutch Republic—among which Holland was the richest and most populous—were the first in history to govern themselves by a consensus among their towns and nobles. The foundations for this internal cohesion were put in place long before the Dutch Revolt; first by medieval provincial dynasties, then by the dukes of Burgundy, and finally by the House of Habsburg. At the turn of the sixteenth century, Holland was urbanized to a surprising degree, with over forty percent of its population residing in some thirty small and mid-sized towns. Forced by external threats to rise above their economic rivalries, the towns joined together through the forum of the provincial parliament, or States of Holland, which came to assume a primary role in the management of public finances. While noting that the growing autonomy of Holland did not make the Dutch Revolt inevitable, Tracy points out that the revolt could hardly have succeeded without provinces that already had a tradition of managing their own affairs. In the broader context of European political institutions, the circumstances that permitted the provincial states to assume many of the functions of government illustrate not only the capacity for self-government but also the formation of genuine body politics. Book excerpt: Fifteen years ago, approximately half the world population was estimated to live in continental and insular South-East Asia (Burma, Thailand, Kampuchea, Vietnam, Laos, Indonesia, Philippines). Then the region had a population growth of four million people every month, and the problem of malnutrition was acute for the rural population. International agricultural development organisations decided that their primary aim would be to double existing levels of agricultural production and, taking account of population growth, to double it again by the end of the century (Whyte 1976). Today, while global issues have greatly affected the parameters of the problem, the situation remains both serious and difficult. Despite impressive efforts in education and health, Indonesia for example, where population (179 millions) growth eased off only slightly between 1980 and 1990 (from 2. 3 percent to 1. 9 percent), is having to cope with increasing difficulties in managing natural resources and particularly its evanescent forest assets which, until 1986, were the second largest source of national revenue. Indonesia has the second largest surface area of tropical rain forests in the world (after Brazil) and thus all the problems linked with management and disappearance of those forests. The latest estimate gives a figure of 109 million hectares of forest in 1990, of which 40. 8 million hectares are production forests (Anon. -F AO 1990).

The use of humans in experiments is an age-old practice that records show goes back to at least the third century BC and, since the early modern period, as a practice it has become increasingly popular. Yet, in most countries around the world, hardly any formal checks and balances existed to govern the communal oversight of experiments involving human subjects until at least the 1960s. Ethics by Committee traces the rise of ethics boards for human experimentation in the second half of the twentieth century. Using the Netherlands as a case-study, Noortje Jacobs shows how the authority of physicians to make decisions about clinical research gave way in most developed nations to formal mechanisms of communal decision-making that served to regiment the behavior of individual researchers.
