The prospect of tapping into those maritime resources on a commercial scale, combined with the rapidly changing complex of actors in the area (including a growing presence by other emerging powers from outside the immediate region), has prompted a re-framing of South Atlantic concerns within Brazil's new national defence strategy. Concrete efforts related to this strategy include a security build-up, military co-operation with Africa, legal initiatives, and the deepening of military co-operation, especially with African countries. Domestically, the government has launched efforts to promote a "maritime mentality" among the Brazilian population, generating support for its new approach to the region. Brazil's new South Atlantic strategy has enhanced the relevance of African security issues for Brazil and is helping to reshape power dynamics in the South Atlantic.

The two countries are deeply connected, given how most enslaved Africans, forcibly brought to Brazil during the era of the Atlantic slave trade, were from West Central Africa. Brazil imported the largest number of enslaved Africans during the Atlantic slave trade and was the last country in the western hemisphere to abolish slavery in 1888. Today, other than Nigeria, the largest population of African descent is in Brazil. Yet it was only in the last twenty years that Brazil's African heritage and its slave past have gained greater visibility. Prior to this, Brazil's African heritage and its slave past were completely neglected. This is the first book in English to focus on African heritage and public memory of slavery in Brazil and Angola. This interdisciplinary study examines visual images, dance, music, oral accounts, museum exhibitions, artifacts, monuments, festivals, and others forms of commemoration to illuminate the social and cultural dynamics that over the last twenty years have propelled--or prevented--the visibility of African heritage (and its Atlantic slave trade legacy) in the South Atlantic region. Book excerpt: International relations scholars have traditionally focused on explaining war rather than peace, resulting in the concept of peace being understudied and underemphasized. This book in contrast explains the maintenance of extensive periods of international peace in two regions of the Third World: South America and West Africa. The term "zones of peace" has been used in reference to the Cold War (1945–1989) and to separate peace among the democracies developed progressively throughout the last two hundred years. In this book, however, Kacowicz moves beyond a European focus to consider the theoretical and historical significance of the term in the context of the Third World. He argues that there have been periods of "long peace," so that zones of peace, characterized by the absence of interstate war, have developed in South America since the late 1880s and among the West African countries since their independence in the early 1960s. Kacowicz explores how regional peace is maintained in South America and West Africa through the distilling of alternative explanations, including Realism, Liberalism, and satisfaction with the territorial status quo. He also examines how peace can be maintained among states that usually do not sustain Western democratic regimes by offering a critique (and improvement) upon the "democratic peace" theory. Peace can indeed be maintained, he asserts, among nondemocratic states, although there is a direct relationship between the quality of the regional peace and the type of political regimes sustained by the countries in any given region.
