Book excerpt: Challenging mainstream nation-centred theories of economic development, Nicolás Grinberg examines the specificities of capitalist development in Brazil and South Korea by starting from their modes of participation in the international division of labour and hence in the production of surplus value on a global scale. Contrary to those theories, he does not consider these as resulting simply from the economic policies of nation states and their associated political institutions; nor from local class-struggle dynamics or geopolitical developments. Rather, drawing on key insights from Marx’s critique of political economy, his analysis begins by recognising that the process of capitalist development is global in terms of its economic dynamics and historical trends, and national only in its political and institutional forms of realisation. State-mediated patterns of economic development and institutional change in Brazil and Korea, as well as the intra- and inter-state political processes through which these have come about, are then considered mediations in the conformation and reproduction of the nationally differentiated, uneven process of capital’s valorisation on a global scale.

The right to food is enshrined in Amendment No. 64/2010 of Brazil’s Constitution as an obligation of the State, and the country has a very progressive food security law that institutionalizes the policy and lays the foundations for broad-based social participation in priority setting, expressed in the National Council on Food and Nutrition Security (CONSEA). It was this wealth of experience (reflected in programmes and plans such as Zero Hunger, Bolsa Família and Brazil Without Extreme Poverty, applied nationwide from 2003 to 2013), together with other factors, that took the country off the Hunger Map in 2014. This report is designed to update the information and describe concrete Brazilian initiatives to facilitate South-South cooperation to a wider audience, including policymakers working to improve food security and fight poverty. In other words, it is a manual of good practice for public au thorities, technical personnel, NGOs and the general public in other Latin American, Caribbean and African countries

However, for many Brazilians, the recovery has not yet translated into new and better jobs, or rising incomes. This book explores the drivers of future employment and income growth. Its key finding: Brazil needs to dramatically improve its performance across all industries in terms of productivity if the country is to provide better jobs for its citizens and generate lasting gains in incomes growth for all. This is particularly important as Brazil is aging rapidly and the boost the country has enjoyed thanks to its young and growing labor force in the past decades will disappear in just a few years’ time. The book recommends a change in the relationship between the state and business, from rewarding privileged incumbents to fostering competition and innovation—together with supporting workers and firms to adjust to the demands of the market. The book is addressed to all scholars and students of Brazil’s economy, especially those interested in why the country’s economic performance has not kept up with earlier achievements since the reintroduction of democracy in the mid-1980s. Its conclusions are urgent and pertinent but also optimistic. With the right policy mix, Brazil could enter the third century of its independence in 2022 well on track to join the ranks of high income countries.
