Available in PDF, EPUB and Kindle. Book excerpt: When President Barack Obama announced his plans to shield millions of immigrants from deportation, Congress and the commentariat pilloried him for acting unilaterally. When President Donald Trump attempted to ban immigration from six predominantly Muslim counties, a different collection ofcritics attacked the action as tyrannical. Beneath this polarized political resistance lies a widely shared belief: that Congress, not the President, makes our immigration policies, dictating who can come to the United States, and who can stay, in a detailed and comprehensive legislative code.InThe President and Immigration Law, Adam Cox and Cristina Rodriguez shatter the myth that Congress controls immigration policy. Drawing on a wide range of sources-rich historical materials, unique data on immigration enforcement, and insider accounts of our nation's massive immigrationbureaucracy-they tell the story of how the President became our immigration policymaker-in-chief over the course of two centuries. From founding-era debates over the Alien and Sedition Acts to Jimmy Carter's intervention during the Mariel boatlift from Cuba, presidential crisis management has playedan important role in this story. Far more foundational, however, has been the ordinary executive obligation to enforce the law. Over time, the power born of that duty has become the central vehicle for making immigration policy in the United States.A pathbreaking account of the President's relationship to Congress, Cox and Rodriguez's analysis helps us better understand how the United States ended up running an enormous shadow immigration system-one in which nearly half of all noncitizens living in America are here in violation of the law. Italso provides a blueprint for reform, one that accepts rather than laments the role the President plays in shaping the national community, while outlining strategies to curb the abuse of law enforcement authority in immigration and beyond.

Available in PDF, EPUB and Kindle. Book excerpt: Visions of Invasion: Alien Affects, Cinema, and Citizenship in Settler Colonies explores how the US government mobilizes media and surveillance technologies to operate a highly networked, multidimensional system for controlling migrants. Author Michael Lechuga focuses on three arenas where a citizenship control assemblage manufactures alienhood: Hollywood extraterrestrial invasion film, federal antimigration and border security legislation, and various immigration enforcement protocols implemented along the Mexico–United States border. Building on rhetorical studies, settler colonial studies, and media studies, Visions of Invasion offers a glimpse at how the processes of alien-making contribute to an ongoing settler colonial project in the US. Lechuga demonstrates that popular films—The War of the Worlds, Predator, Men in Black, and more—participate in the production of migrants as subjective terrorists, felons, and other noncitizen personae vilified in public discourse. Beyond just tracing how alien invasion narratives circulate in popular media, Lechuga describes how the logics motivating early US colonists materialize in both the US’s citizenship control policy and in some of the country’s most popular texts. Beneath each of the film franchises and antimigrant political expressions described in Visions of Invasion lies an anxious colonial logic in which the settler way of life is seemingly threated by false narratives of imminent invasion from abroad. The volume offers a deep dive into how the rhetorical figure of the alien has been manufactured as a political subjectivity, one that plays out the anxieties, guilts, and fears of colonialism in today’s science fiction landscape.

Available in PDF, EPUB and Kindle. Book excerpt: This edited volume analyzes recent key developments in EU border management. In light of the refugee crises in the Mediterranean and the responses on the part of EU member states, this volume presents an in-depth reflection on European border practices and their political, social and economic consequences. Approaching borders as concepts in flux, the authors identify three main trends: the rise of security technologies such as the EUROSUR system, the continued externalization of EU security governance such as border mission training in third states, and the unfolding dynamics of accountability. The contributions show that internal security cooperation in Europe is far from consolidated, since both political oversight mechanisms and the definition of borders remain in flux. This edited volume makes a timely and interdisciplinary contribution to the ongoing academic and political debate on the future of open borders and legitimate security governance in Europe. It offers a valuable resource for scholars in the fields of international security and migration studies, as well as for practitioners dealing with border management mechanisms.
