Available in PDF, EPUB and Kindle. Book excerpt: A primary aim of the U.S. government since the Immigration Act of 1917 is to regulate immigration and stop the entry of unauthorized border crossers. This dissertation examines the border security policies that have been passed by U.S. Congress to stop undocumented immigration from 1924 to 2018 in the San Diego-Tijuana Transborder Region. A second purpose of this dissertation is to illustrate how the public, specifically Latinx Mexican and Mexican American population’s access to public space, is affected due to the way border security policies limit their mobility and have led to their ethnic profiling because often they are racialized as undocumented. To explore the process of border security spatial interdiction, I conducted a 15-month ethnography from August 2017-November 2018, interviewing residents on both sides of the border. By employing transborder ethnographic methods and guided by racial spatial theories, I demonstrate how the infrastructures produced by border security policies, such as border patrol checkpoints and border fencing, led to social and legal processes that bar Latinx undocumented populations along the San Diego-Tijuana border from enjoying public space free of harassment or fear of deportation, such as in parks and along roads and freeways. Theoretically, I provide an analysis of the politics of infrastructure and their relation to the production of space and spatiality. In this dissertation, I also illustrate how color and class determine modes of access to space for other Latinx people who are not undocumented. That is, through interviews gathered about Border Patrol apprehension and detention stories, I found that the apprehended configure social spatial practices. I conclude that the militarized atmosphere generated by current border enforcement practices and military bases in San Diego County contribute to the segmentation of access to mobility opportunities for undocumented and racialized Latinx populations

Book excerpt: This is the summary of an oral briefing given in response to a mandate in the Consolidated Security, Disaster Assistance, and Continuing Appropriations Act, 2009. This mandate required the Dept. of Homeland Security (DHS) to prepare an expenditure plan that satisfied 12 specified conditions, and for the plan to be submitted to and approved by the House and Senate Appropriations Committees before the agency could obligate $400 million of the approx. $775 million appropriated for U.S. Customs and Border Protection fencing, infrastructure, and technology. In response to this requirement, DHS submitted a plan on March 4, 2009." Levine reviewed the plan on whether the plan satisfied the 12 specified legislative conditions. Illustrations.

Book excerpt: The Department of Homeland Security (DHS) has invested billions of dollars to prevent illegal drugs, immigration, weapons, and currency from transiting across the U.S.-Mexico border. DHS has not created a sufficient standardized method to measure whether an investment in a security measure is cost-effective when combining assets. To take it one step further, DHS has not created a model that combines cost-effectiveness of a security asset while simultaneously determining how it will contribute to achieving operational control of the border. This study provides an in-depth look into the current risk-based model DHS uses, the administrative and physical infrastructure of U.S.-Mexico border security, and a critical view of DHS' annual budget. A decision model is presented that will give policymakers a process to choose a combination of border security investments that will achieve operational control of the border while remaining within budgeting constraints. A lot of work needs to be done for DHS to determine the correct security assets to be placed at the U.S.-Mexico Border to maintain operational control and cost-effectiveness. This study does not determine which security assets need to be put into place, but it provides a decision process that will be an asset for policymakers to save federal time and money assigned to border security investments.
