Book excerpt: Nongovernmental organizations (NGOs) are important to the Bank because of the skills and resources they bring to emergency relief and development activities. In addition, they foster participation in the development process. The strength of the World Bank's collaboration with NGOs has grown since the late 1980s. In recognition of the added value that NGOs bring to Bank-supported projects, there have been intense efforts to include them. However, this report identifies a gap between promise and performance. The report concludes that the Bank's guidelines on working with NGOs are sound but that existing guidelines need to be used more effectively. The report makes recommendations to improve these partnerships and increase their benefit to development projects. It is written in English, French, and Spanish.

Available in PDF, EPUB and Kindle. Book excerpt: The Amazon basin is a key component of the global carbon cycle. Not only is the old-growth rainforests in the basin huge carbon storage with about 120 billion metric tons of carbon in their biomass, but they also process annually twice the rate of global anthropogenic fossil fuel emissions through respiration and photosynthesis. In addition, the basin is the largest global repository of biodiversity and produces about 20 percent of the world s flow of fresh water into the oceans. Despite the large CO2 efflux from recent deforestation, the Amazon rainforest is still considered to be a net carbon sink or reservoir because vegetation growth on average exceeds mortality. However, current climate trends and human-induced deforestation may be transforming forest structure and behavior. Amazon forest dieback would be a massive event, affecting all life-forms that rely on this diverse ecosystem, including humans, and producing ramifications for the entire planet. Clearly, with changes at a global scale at stake, there is a need to better understand the risk, and dynamics of Amazon dieback. Therefore, the purpose of the book is to assist in understanding the risk, process and dynamics of potential Amazon dieback and its implications.

Book excerpt: The Zambezi river is the fourth longest in Africa, crossing or bordering Zambia, Angola, Namibia, Botswana, Zimbabwe and Mozambique. The river basin is widely recognised as one of the most important basins in southern Africa and is the focus of contested development, including water for hydropower and for agriculture and the environment. This book provides a thorough review of water and sustainable development in the Zambezi, in order to identify critical issues and propose constructive ways forward. The book first reviews the availability and use of water resources in the basin, outlines the basin’s economic potential and highlights key concerns related to climate vulnerability and risk. Focus is then devoted to hydropower and the water-energy-food (WEF) nexus, sustainable agricultural water management, and threats and opportunities related to provision of ecosystem services. The impact of urbanisation and water quality is also examined, as well as ways to enhance transboundary water cooperation. Last, the book assesses the level of water security in the basin, and provides suggestions for achieving Sustainable Development Goal (SDG) 6. Throughout, emphasis is placed on entry points for basin-level management to foster improved paths forward.

Book excerpt: Efforts to improve the water supplies used by people in rural areas of developing countries have run into serious obstacles: not only are public funds not available to build facilities for all, but many newly constructed facilities have fallen into disrepair and disuse. Along with the numerous failures there are also successes in this sector. From these successes a new view has begun to emerge of what the guiding principles of rural water supply strategies should be. This book brings together and spells out the constituents of this emerging view. The central message is that it is the local people themselves, not those trying to help them, who have the most important role to play. The community itself must be the primary decisionmaker, the primary investor, the primary organizer, and the primary overseer. The authors examine the implications of this primary principle for the main policy issues - the level of service to be provided in different settings, the level and mechanisms for cost recovery, the roles for the private and public sectors, and the role of women. The potential advantages of proceeding from this outlook, instead of the older top-down approaches, are considerable. Improvement efforts are more likely to meet felt needs, new facilities are more likely to be kept in service, and more communities are more likely to get safe water sooner.

To design pro-poor concession arrangements in the water sector, policy makers must pay careful attention to how the proposed contract and existing or proposed regulations will affect the obligations, ability, and financial incentives of the private concessionaires to serve low-income households"--T.p.
